The
Head of Programme Quality Assurance is responsible for leading efforts to ensure the successful delivery of programmes by maturing our quality assurance capability. This will involve deployment of a quality assurance framework, undertaking deep dives into programme delivery and ensuring adherence to governance (the Group Delivery Disciplines). This senior leadership role requires a strategic mindset, strong analytical skills, excellent influencing skills at all levels and deep expertise in programme delivery to drive consistency, compliance, and continuous improvement across the change portfolio.
The Head of Programme Quality Assurance will input regularly into the Group Investment Committee (GIC), providing thematic insights on QA findings, and remediation actions. This role requires an experienced leader to lead a small, critical team to provide strategic oversight, hands-on programme assurance and regularly engage internal stakeholders and external partners.
Key Responsibilities
- Programme Assurance
- Lead deep-dive QA reviews on complex strategic programmes using GDDs as the framework.
- Identify early indicators of delivery risk and support root cause analysis and resolution planning.
- Track and report on QA-related Capex recovery.
- Governance & Reporting
- Provide regular updates to the GIC on QA findings, risks, and remediation progress.
- Align QA activities with Risk and Audit functions to ensure consistent assurance standards.
- Engage with Delivery Portfolios to monitor QA compliance.
- Stakeholder Engagement & Reporting
- Collaborate with the Transformation Community to communicate QA expectations and share insights.
- Build and maintain relationships with external QA specialists to support technical, design, and engineering reviews.
- Continuous Improvement
- Identify programmes requiring enhanced QA through system-driven metrics and performance indicators.
- Drive the evolution of Group Delivery Disciplines based on QA insights and lessons learned.
- Promote best practices and knowledge sharing across the investment and transformation communities.
Required Experience & Qualifications
- Proven experience in a senior programme delivery or programme assurance roles within a complex, multi-programme environment.
- Experience in successful delivery of large and complex transformation programmes.
- Experience defining project and programme recovery strategies.
- Strong understanding of capital investment governance, delivery frameworks, and risk management.
- Demonstrated ability to lead deep-dive reviews and influence senior stakeholders.
- Experience working with external QA providers and managing third-party assurance engagements.
- Familiarity with engineering and technical QA practices, including delivery and testing metrics and root cause analysis.
- Experience in regulated industries or large-scale transformation programmes.
- Professional certifications in project/programme management or quality assurance (e.g. MSP, PRINCE2, Lean Six Sigma).
