Job Purpose Summary:
The Head of Capital Delivery will be responsible for the successful oversight, governance, and execution of all capital expenditure (CAPEX) projects across London Luton Airport. This critical leadership role ensures all projects are delivered efficiently on time, within budget, and to the defined quality and scope requirements. The role will drive a culture of performance, safety, and stakeholder alignment across a complex infrastructure development portfolio.
Key Responsibilities and Accountabilities:
- Lead the end-to-end delivery of the airport’s capital projects portfolio, including terminal upgrades, airfield works, infrastructure expansion, and facilities improvements.
- Develop and implement robust capital project delivery frameworks, aligned with corporate objectives, regulatory standards, and airport operational requirements.
- Manage project governance, ensuring clear reporting, transparent decision-making, and proactive risk and issue resolution.
- Provide strategic leadership to in-house project teams and external consultants, contractors, and delivery partners.
- Monitor and control budgets, schedules, resources, and scope across the CAPEX portfolio to ensure effective cost, quality, and time performance.
- Maintain strong relationships with internal and external stakeholders including operations, finance, planning, regulatory bodies, and local authorities.
- Ensure delivery strategies prioritise operational continuity, customer experience, and safety throughout the lifecycle of all projects.
- Report regularly to the Executive Leadership Team on capital project status, risk exposure, financial performance, and mitigation strategies.
- Embed a culture of continuous improvement, value engineering, and innovation in capital delivery.
- Contribute to delivering a great guest experience by performing your role with accuracy and efficiency. Recognising that every task whether guest facing or behind the scenes contributes to supporting the company’s overall LLA Way Strategy and service standards.
- Proactively and positively promote the LLA Way initiatives and projects with all employees and the wider airport community.
Qualifications Required:
Essential
- Significant experience in leading large-scale capital delivery programmes in a complex, safety-critical environment (ideally within aviation, transport, or infrastructure).
- Strong leadership and team management capabilities with a track record of delivering complex programmes within budget and timescales.
- Proven ability to manage contractors, consultants, and project teams under NEC or similar contract frameworks.
- Demonstrable experience in governance, cost control, schedule management, and risk mitigation across large capital portfolios.
- Excellent stakeholder management and negotiation skills, with experience engaging senior internal and external partners.
- Knowledge of relevant UK construction, planning, and safety legislation.
- Proficient in project planning and reporting tools (e.g. Primavera P6, MS Project).
Desirable:
- Chartered status (e.g. ICE, RICS, APM or equivalent).
- Degree in Engineering, Construction, Project Management, or a related discipline.
- Prior experience working in an airport or regulated transport infrastructure environment.
- Understanding of sustainability and carbon reduction practices in capital development.
