PURPOSE OF JOB:
The Head of Delivery will establish and lead a newly formed delivery function, ensuring that programmes and projects across application development, systems integration, infrastructure, and cyber security are delivered with pace, clarity, and accountability. This role is critical in embedding a consistent, data-driven approach to delivery across a mixed-methodology environment (Agile, Waterfall, Hybrid), while working closely with technical teams and business stakeholders to ensure delivery plans are realistic, monitored, and escalated when needed.
KEY RESPONSIBILITIES:
- Reinforce Delivery Discipline: Evolve recently established delivery practices, ensuring clarity of scope, ownership, and cadence across all initiatives.
- Drive Accountability: Ensure delivery teams are held to account for progress against plans. Intervene early when slippage occurs — not just for governance, but to drive real-time course correction.
- Data-Driven Oversight: Use tools like Jira, project plans, and sprint metrics to monitor delivery health. Challenge “green” statuses when underlying data suggests otherwise.
- Cross-Functional Collaboration: Work with technical leads, architects, and business stakeholders to align delivery with strategic outcomes. While not directly managing dev or infra teams, ensure their contributions are planned, tracked, and escalated when off-track.
- Constructive Escalation: Create a culture where delivery challenges are surfaced early and discussed constructively — not buried or deferred.
- Support Change Readiness: While not owning change management, partner with business stakeholders to ensure delivery plans account for adoption and readiness, especially in teams resistant to change.
- Team Leadership: Manage two direct reports who will support detailed planning and tracking. Provide coaching and prioritisation support to help them scale their impact.
QUALIFICATIONS, EXPERIANCE & SKILLS
Essential
- Proven experience in establishing or maturing delivery functions in complex, multi-methodology environments.
- Strong understanding of Agile, Waterfall, and hybrid delivery models.
- Hands-on experience with delivery tooling (e.g. Jira, Confluence, MS Project).
- Ability to interrogate delivery data and challenge assumptions constructively.
- Skilled in stakeholder engagement across technical and business domains.
- Comfortable operating without direct control of delivery teams — influencing through clarity, consistency, and escalation.
Desirable
- Experience in digital transformation, infrastructure, or cyber security programmes.
- Familiarity with change management principles and how they intersect with delivery.
- Ability to operate in a high-autonomy, low-structure environment.
