Description

This is a challenging and exciting role in which you will work closely with Members, the Chief Executive and Clerk, Director of Communications and Engagement, existing Head of MBS, Head of CAMS, the Head of Member Liaison and other senior leaders and service areas within the Senedd Commission as well as the Independent Remuneration Board and its secretariat. You will need to demonstrate sound judgement and win their trust and confidence.


You will be responsible for advising Members, providing accurate and timely procedural advice, drafting politically sensitive briefings, reports and advice to tight deadlines. You will frequently be required to provide advice directly to Members on extremely sensitive matters, and in a fast-paced environment. In doing so, you must maintain the trust of all Members whilst never shying away from difficult conversations and decisions.


As joint head of MBS, you will ensure that Members have access to excellent operational support for them to utilise their time most effectively. Together, and with the help of other staff from across Directorates, you will plan and deliver the programme of work. You will be challenged to be creative and innovative, within the context of your thorough understanding of the Senedd’s regulatory framework, and work autonomously where appropriate.


The post-holder will also help to support and advise the Independent Remuneration Board (and its Clerking team) on matters relating to Members’ allowances and staffing arrangements. This includes attending Board meetings and briefing Board Members.


More generally, you will need to demonstrate a personal commitment to the Senedd Commission’s values, leading change in support of the Senedd Commission’s strategic objectives.


Key tasks:

  • You will be expected to work closely with senior politicians, Directors and Heads of Service, as well as senior team members within the service. You will report to the Head of Service and duties will vary according to business needs and priorities and may include the following:
  • Leadership and line management responsibility, routinely working closely with your counterparts within the Member Services side of CAMS.
  • Take responsibility for the range of services provided to Members by working collaboratively with staff from different service areas to provide tailored and integrated support to Members, including via their staff.
  • Ensure that Members have access to clear guidelines and quality advice on their entitlements to pay and allowances, within the regulatory framework that applies to them, as well as how to access specialist advice when needed.
  • Provide accurate, impartial, appropriate and timely technical, practical and handling information and advice to Members and their staff about their allowances and associated responsibilities, for example as employers. Ensure that where this is provided by the team, that advice is consistent and complex or novel matters are escalated appropriately.
  • Draft clear, accurate and often sensitive briefings, guidelines, reports and papers to tight deadlines.
  • Ensuring that all the financial obligations that come with administering a substantial budget are fully met, such as achieving a successful audit, successfully managing all budget lines and liaising as appropriate with HMRC.
  • Develop links and manage relations with external stakeholders, counterpartss in other legislatures and others connected with this field of expertise.
  • Identifying Member needs and providing appropriate levels of support, in a changing environment, and leading on change projects as needed. This will involve acting as a link between the Independent Remuneration Board and Members and their staff, ensuring that Members and staff understand the decisions made by the Board, and that the Board are aware of issues affecting Members.
  • Work with colleagues across Directorates to drive consistency, innovation and quality in a parliamentary environment, leading by example in your own work and promoting a culture of excellence within the team.
  • As a member of the Service’s ManagementTeam, take collective ownership of and responsibility for developing and delivering the Service Plan, and individual responsibility for key strands, workstreams and projects.
  • Share responsibility for – and contribute to – the leadership and development of the Directorate’s services and corporate projects in order to deliver the Commission’s priorities.
  • Perform other duties as required, including supporting ad hoc Senedd business.

  • Rhannu cyfrifoldeb dros arweinyddiaeth a datblygiad gwasanaethau a phrosiectau corfforaethol y Gyfarwyddiaeth a chyfrannu atynt er mwyn cyflawni blaenoriaethau’r Comisiwn.
  • Cyflawni dyletswyddau eraill yn ôl y gofyn, gan gynnwys cefnogi busnes ad hoc y Senedd.
