The Procurement and Supply Chain Management function is responsible for the interface with those third-party organisations who support our business whether that be for procurement of goods and services or the relationship management that underpins any such activities. They support project delivery teams across the sectors to ensure the strategic direction is identified and delivered.

This role offers an exciting opportunity to make a significant impact, driving efficiency, sustainability, and innovation within the procurement and supply chain functions.

The Head of Procurement & Supply Chain - Work Winning will report to the Director of Procurement and Supply Chain (P&SC) and will be part of the functional leadership team. The role is responsible for creating, leading, and implementing a top-level strategy for ensuring that exemplar Procurement and Supply Chain Management is embedded within Costain’s Work Winning/Bidding systems and processes. This senior-level role involves close collaboration with the Work Winning teams, bid authors, project teams, the Procurement & Supply Chain Director, P&SC sector heads, and the wider Supply Chain team. Their goal is to ensure that each opportunity that Costain bids achieves the highest possible score for P&SC deliverables.

This position plays a crucial role in driving efficiency in the P&SC Work Winning submissions and supporting Costain’s overall strategic goals to win future projects.

Responsibilities

  • Develop a strategic approach for Procurement and Supply Chain Management across the function, deploying Supply Chain Management professionals as required, providing leadership, direction, support and development opportunities in the process
  • Maintain a repository of case studies demonstrating expert P&SC for inclusion in bids
  • Ensure a robust and structured supply chain exists and is correctly deployed in support of both winning and successfully delivering projects / frameworks
  • Support the estimating function in collating pricing information, ensuring that fair and appropriate processes are followed
  • Maintain supply relationships throughout the bidding phase and uto award to ensure ease of transition into project delivery
  • Maintain records of all Procurement activity collated throughout the bidding phase to ease transition into live procurement through delivery
  • Support the drive towards ESG, including but not limited to SME development, social value creation, zero carbon solutions, promoting safety
  • Promote collaboration between the business and the supply chain to unlock value through innovation and best practice where appropriate using the principles of ISO44001
  • Ensure strong governance is followed and adhered to, ensuring the business is not exposed to unnecessary risk and that effective performance management of the supply chain is undertaken
  • Work closely with the Group Procurement function to ensure compatibility between activities of respective functions
  • Establish and maintain strong relationships with key suppliers, including the onboarding of new-entries where appropriate, to meet the changing demands of the business
  • Lead on the authoring of technical competency questions relating to P&SC in all bids
  • Support the continuous improvement of procurement and supply chain processes to enhance efficiency and effectiveness.

QUALIFICATIONS

  • Significant experience of working in a similar level role (Head of)
  • Previous experience in work winning roles
  • Previous experience in estimating roles
  • A clear leader with excellent communication skills able to interact at all levels
  • Proven leadership and team management skills, with the ability to inspire and motivate a diverse team
  • Experience in managing complex projects and driving change initiatives
  • A clear and visible enthusiasm for driving improvement in best practice
  • Ability to demonstrate a level of emotional intelligence, capable of engaging with a wide-ranging stakeholder group
  • Extensive knowledge of supply chain management and procurement developing strategies to drive leverage and performance
  • Experience of collaborative working and implementing innovation
  • Strong negotiation and contract management skills
  • Commitment to sustainable procurement practices and knowledge of key principles
  • Ability to communicate vision and strategic direction
  • Highly commercial, with a proven ability to use Procurement skills to unlock value for the business
  • Strong numerical, financial and data analysis skills
  • Excellent Microsoft Office suite proficiency (Word, Excel, PowerPoint, Outlook, Teams)
  • Bachelor’s degree in Business Administration, Supply Chain Management, or a related field
  • Member Chartered Institute of Procurement & Supply qualified or a similar Professional certification in procurement (e.g. CPSM).

Desirable

  • Knowledge of Infrastructure Industry Procurement and Supply Chain Operations
  • Experience of working within a matrix organisation, with abilities to influence at all levels
  • Experience in developing and delivering category management
  • Working knowledge of procurement-based software, e.g. eProcurement software e.g. SourceDogg, eJAGGAER, Arriba sourcing or similar
  • Experience in negotiation heavily modified NEC3/NEC4 subcontracts to promote demonstrative favourable commercial outcomes for the business
  • Previous knowledge of Frameworks projects and associated procurement practices
  • More extensive expertise in ISO2040 and be able to demonstrate where they have delivered tangible sustainable outcomes through the supply chain (i.e. such as a reduction in Scope 3 GHGs)
