Brief Description
To lead and direct the development and continuous improvement of the regional strategy for achievement of world class health, safety, and environment (HSE) performance; in addition to delivering an industry-leading safety culture within the region. To develop and own the regional transformation plan for health, safety, and sustainability.
About The Role (External)
Lead, develop and implement the regional vision and strategy for all health, safety, and environment related matters and direct the continuous refinement and improvement of the strategy. Work collaboratively with route directors to address specific route requirements.
Provide management assurance to the Managing Director Region and senior leadership team on the relevant legal compliance, and the extent to which the Region is managing and reducing its health, environmental and social risks.
Direct the development and implementation of the regional safety and sustainability leadership and culture change programme to drive transformational change across the region and routes delivering improved safety performance.
Lead and direct the development of safety capabilities and competency frameworks across the regions workforce to improve overall safety capability and performance.
Influence the required cultural and behavioural changes required to deliver the region vision and strategy.
Lead the region’s compliance with the Network Rail Management System, implement risk-based monitoring programmes to test compliance with legislative obligations and implement effective Route governance on all health, safety and environment matters.
Direct and implement the region’s strategies and plans on health, safety and environment in accordance with business objectives and performance measures to enable the region to meet its responsibilities for HSE management.
Lead and direct the development and delivery of the regional strategy to improve passenger safety across the operational railway and managed stations.
Lead the review and management of all health safety, and environment risks relevant to the region and routes and the controls put in place to manage the identified risks, advising the leadership team when controls become or are likely to become ineffective.
Act as the Designated Competent Person (DCP) for workforce accidents and environmental incidents including providing expert advice on accident and incident investigation tools, techniques and best practice. Oversee the Fair Culture and Independent Review Panel.
Lead engagement with Technical Authority, ORR, other regulatory bodies, trades unions, customers and Alliance partners / teams on health, safety and environment matters specific to the Region.
Lead the regional senior leadership team in reviewing the effectiveness of investigation recommendations, mitigating the highlighted risks, and embed within the region the learning from incidents to eliminate the potential for repeats.
Responsible for implementing effective regional governance on all health, safety, and environment matters.
Essential
- Must be a member of the Institute of Occupational Health and safety (IOSH) at Chartered (CMIOSH) level or above
- Able to demonstrate an in-depth understanding of the Health and Safety at Work Act and relevant statutory provisions, including railway-specific regulations, and the company health and safety management system
- Competent in managing safety, occupational health and sustainability matters
- Proven successful experience in the strategic management of complex system risk
- Exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels across the business and industry stakeholders
- Previous successful significant experience in a senior management role
- Successful experience of leading teams in a complex, dynamic environment
- Detailed understanding of health, safety, quality, environment and sustainability, and the mitigation plans required for business benefit
- Able to demonstrate understanding of quality management systems
- Demonstrable strong influencing and leadership skills
- Demonstrable excellent report writing and presentation skills
- Able to demonstrate sound knowledge of railway industry
Desirable
An understanding of the company performance regime and financial systems
