Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is the largest Infrastructure project in the North delivering £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
To provide professional health and safety advice and support to the Regional delivery/Major Projects teams, co-ordinate the relevant Infrastructure Projects (IP) activities and to facilitate compliance with the Network Rail Health and Safety Management System and all relevant legal, industry and company standards.
Ideal Candidate:
We are seeking a
proactive, knowledgeable, and people-focused Health & Safety Manager to join
Network Rail . The ideal candidate will demonstrate a strong commitment to promoting a positive and proactive safety culture, with the ability to lead by example and confidently influence stakeholders at all levels.
You will have a solid grounding in
health and safety legislation and best practice, ideally with experience in the
rail, construction, or infrastructure sectors . A key strength will be your ability to assess risk, manage compliance, and drive continuous improvement in safety performance.
A desirable aspect of this role is the
ability to utilise digital systems effectively and produce clear, robust, and professional health and safety reports to support executive-level meetings and decision-making forums. The ideal candidate will be capable of generating accurate, well-structured data and insight in a digital format, articulating key findings and recommendations in a clear and accessible manner for a range of audiences.
Key attributes may include:
- A recognised qualification in Occupational Health & Safety (e.g. NEBOSH Diploma or equivalent)
- Strong knowledge of relevant health and safety legislation, regulations, and industry standards
- Excellent IT skills, with confident use of electronic inspection and reporting systems
- Experience in incident investigation and root cause analysis
- Demonstrable leadership and influencing skills, with the ability to engage stakeholders at all levels
- A collaborative, solution-focused approach with the ability to work effectively across teams
- Proven ability to produce accurate, high-quality digital health and safety reports, suitable for executive-level review and decision-making

About The Role (External)
Some of the key accountabilities of this role are:
- Provide functional support, guidance, and professional expertise to the project teams on all health and safety matters affecting the portfolio of projects so as to deliver successful execution of the programme or works.
- Work directly with the project teams providing health and safety direction by leading the HSEA specialist aligned to the team. (Where applicable)
- Lead/Direct periodic meetings with the contracting organisations to share and promulgate best practice and lessons learnt.
- Provide support to the project teams on inspection and monitoring of the safety and environmental performance of projects and monitor so that a consistent approach is taken to contractor occupational and construction safety across all projects within the portfolio.
- Work with project teams to determine practical and deliverable measures to improve health & safety performance within projects.
- Support the project teams in the investigation of accidents and incidents and in the implementation of resulting recommendations.
- Provide the single point of contact for the project portfolio with HMRI and other health and safety organisations for day-to-day site health and safety.
- Co-ordinate the health & safety activities of the programme and maintain effective liaison with other IP Regions, Programmes and Major Projects and aligned routes.
We need you to have:
- Must be a member of the Institute of Occupational Health and safety (IOSH) at Certified (CertIOSH) level or above
- Significant experience in the successful management of HSEA issues on major programmes of work in the construction and/or rail industries.
- Project Safety Management course.
It would be advantageous if you have:
- A NEBOSH Diploma and/or IEMA Certificate.
- Proven experience as a Health and Safety and/or Environment practitioner.
- Knowledge and understanding of Behavioural Change techniques.
- Familiarity with Network Rail's systems and processes.
- A good working knowledge of rules, regulations, and standards applicable to contractor safety.
- Strong IT skills, including experience with electronic inspection systems.
- Demonstrable audit and assurance capability.
- Comprehensive knowledge of CDM regulations with a proven background in their application.
