HR Business Partner and build new futures!
You will implement the Highways HR strategy and plan in line with the strategy and direction of the CPS (Connect Plus Services) project.
You will be working with the Service Delivery Director and senior management team to ensure the project delivers against target and performs to optimum productivity while maintaining quality. The Service Delivery function consists of circa 430 staff including frontline unionised employees, supervisors, managers, and project support staff. Service Delivery has a primary aim to keep Europe’s busiest motorway, the M25 Network safe and free from defects for the Road User. This encompasses both Incident Response, Planned Preventative Maintenance, and Reactive Maintenance.
We operate from 5 Operational Hubs at Blunts Farm, Dartford, Leatherhead, Scratchwood and Denham, and Swanley. Additional personnel manage the tunnels of Bell Common, Hatfield and Holmesdale, and we have a dedicated Street Lighting Team.
CPS and Service Delivery are 14 years into a 30-year contract and are going through an exciting period of change. There is significant support required from the successful candidate for managers to ensure engagement and production of staff is supported and maintained.
What you'll be doing
- Lead and direct the delivery of CPS HR strategy within the service delivery business area, including standards and frameworks across all HR disciplines.
- Provide one-to-one coaching and advice to Service Delivery leaders on people issues to enhance their ability to deliver the HR strategy.
- Partner with senior managers to drive the full scope of the talent agenda - including succession planning, and drive the subsequent development actions to ensure the availability of talent.
- Project manage complex change and transformation projects within Hub, coordinating these activities with other HR functions as required.
- Work with Head of HR/HRBP's/other HR centres of expertise to ensure the effective delivery of relevant people activities across the relevant business areas.
- Manage and oversee complex employee relations cases in conjunction with ER Advisor and ER Business Partner support.
- Own and drive activities for employee engagement to service delivery frontline operational employees.
- Chair people sessions to ensure business input into people/HR plans.
- With the Head of HR, review and analyse HR projects inc. Engagement Survey results, Right to Respect and coach business managers in creating action plans.
- Ensure that the organisational structure of the relevant business area adheres to the principles of the organisation design (OD) process, that the OD is appropriately designed to deliver business objectives in the short and long term and ensure that structural change is effectively managed.
- Identify strategic resourcing requirements (including current and projected skill /capability gaps) and work with managers and the recruitment partner to develop and execute strategic resourcing plans.
- Build strong relationships with HR Shared Services & Projects team, to ensure alignment and effectiveness of all end to end processes.
- Ensure a relentless focus on Zero Harm.
Who we're looking for
The Following Experience/qualifications Are Required
- A proven track record in building effective relationships with complex senior leadership teams, managing organisational and cultural change initiatives, and managing the delivery of HR strategies.
- Demonstrable experience working within the context of complex, matrix organisations is required.
- The individual will have highly developed commercial skills, be emotionally intelligent and able to coach and influence senior colleagues.
- Significant experience delivering across the full range of HR disciplines.
- Viewed as a trusted business advisor and one who maintains a broad commercial and business understanding to develop long-term business relationships.
- Experience of working within a varied workforce and exposure to a unionised environment.
- The ability to travel across depots and work independently.
