Overview
We are seeking a practiced International Mobility Manager to ensure the compliant movement of employees across international borders. The primary focus of this role is to manage employment tax, payroll compliance, and certain regulatory obligations associated with global work arrangements, including remote work, short-term business travel, and cross-border assignments. The role will also involve managing a smaller portfolio of international secondments, providing operational support and ensuring compliance with tax, employment law, immigration, and social security regulations.
Key Responsibilities
Employment Tax & Compliance:
- Ensure compliance with global employment tax obligations related to international work, including short-term business travelers, remote workers, and international commuters.
- Partner with tax and payroll providers to ensure proper tax withholding, social security contributions, and payroll reporting in home and host locations.
- Manage permanent establishment risks, liaising with legal, tax, and finance teams to mitigate exposure.
- Maintain and enhance global tax compliance frameworks, ensuring adherence to local laws and global mobility best practices.
- Conduct risk assessments for cross-border working arrangements, advising on potential tax and social security implications.
- Monitor international regulatory changes impacting mobility and proactively adapt processes and policies.
- Refinement of PSA calculations.
- Leading and/or assisting with employment tax enquiries and relevant tax disclosures.
- Partnering with international tax team on ad hoc UK employment tax matters.
Global Mobility Operations & Policy Management:
- Provide guidance to HR, business leaders, and employees on international work arrangements, taxation, and mobility policies.
- Manage end-to-end mobility life cycle, from initiation and cost projection through to repatriation or localisation.
- Support the implementation and refinement of international mobility policies, ensuring alignment with company strategy and regulatory requirements.
- Work closely with immigration and legal teams to assess visa, work authorisation, and right-to-work considerations.
- Collaborate with external tax and relocation providers to ensure seamless employee experiences while maintaining compliance.
- Assist in the management of a small number of international secondments, ensuring proper structuring, documentation, and compliance.
Stakeholder Engagement & Advisory:
- Act as the primary advisor to HR and business leaders on international mobility tax compliance matters.
- Educate HR teams, payroll, and finance partners on global mobility best practices and tax risks.
- Liaise with external advisors, tax authorities, and legal counsel to stay ahead of regulatory changes and ensure compliance.
Data & Process Management:
- Maintain accurate employee mobility data and ensure proper tracking of internationally mobile employees.
- Drive process improvements in mobility compliance tracking, leveraging technology and automation where possible.
- Oversee reporting and analytics related to cross-border work trends, compliance risks, and financial impact.
Qualifications/Requirements
- Proven experience in international mobility, global employment tax, or mobility compliance within a multinational company or professional services firm.
- Strong knowledge of employment tax, social security, and payroll compliance across multiple jurisdictions.
- Familiarity with short-term business traveler compliance, permanent establishment risks, and remote work tax considerations.
- Experience in managing international secondments is beneficial but not the primary focus.
- Knowledge of immigration regulations and international labor law is a plus.
- Excellent stakeholder management skills, with the ability to collaborate across HR, tax, finance, and legal teams.
- Strong analytical and problem-solving abilities, with attention to detail and the ability to navigate complex regulations.
- Experience working with external tax advisors and payroll providers.
- Proficiency in HRIS, tax compliance tools, and mobility tracking systems is advantageous.
