Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

We’re looking for a Lead L&D Specialist to design, develop, and deliver high-impact learning experiences that empower our people and elevate performance across Transport for London. You’ll bring creativity, strategic thinking, and a passion for continuous improvement to shape how we learn, grow, and succeed together.
Job Purpose And Key Accountabilities
- Lead and inspire ad hoc teams of Design & Delivery Specialists to create engaging and effective learning solutions.
- Design cutting-edge learning using digital tools like Articulate, Adobe Premiere, and SAP Enable Now.
- Collaborate with experts and stakeholders to craft tailored learning interventions that meet real business needs.
- Champion a culture of learning, embedding best practices and driving compliance through the Hire to Retire (H2R) process.
- Manage third-party suppliers, budgets and procurement to deliver top-tier learning experiences.
- Continuously improve, evaluate impact, respond to feedback and evolve our learning offer.

Skills
- Strong leadership and stakeholder engagement skills
- Strong attention to detail and analytical thinking
- A strategic mindset with a hands-on approach to problem-solving and innovation.
- Excellent communication with internal and external stakeholders
- Ability to design and facilitate learning interventions (face-to-face and virtual)
- Skilled in negotiating and managing commercial contracts and tenders
- Ability to manage third-party suppliers to deliver high-quality learning
Knowledge
- Understanding of L&D processes across the employee lifecycle
- Familiarity with learning management systems and content development
- Deep knowledge of either Core or Technical & Digital (T&D) learning areas
- Experience working with third-party suppliers in learning and skills
- Knowledge of SAP and other ERP systems (e.g. S4 Hana, SuccessFactors, Ariba, OWFM)
Experience
- Background in Learning & Development roles
- Experience designing and delivering learning for technical systems
- Proven track record in virtual and face-to-face IT training
- Experience managing and negotiating with third-party suppliers
- Leading teams to deliver learning programmes
- Designing and delivering training on SAP ERP systems with external partners
- Using digital learning tools (Articulate, Adobe Premiere, ClipChamp, SAP Enable Now)
- Experience in video content creation (desirable)
