Job Number: R0223363
Knowledge Management and Foreign Disclosure Manager, Senior
The Opportunity:
We are seeking an experienced Knowledge Management (KM) and Foreign Disclosure (FD) professional to lead efforts in advancing information sharing, safeguarding sensitive intelligence, and ensuring the appropriate release of information across organizational and national boundaries. This position plays a vital role in enhancing operational effectiveness by optimizing how knowledge is captured, organized, and shared, while ensuring strict compliance with U.S. disclosure policies and intelligence oversight requirements.
In this role, you will serve as a KM and FD Subject Matter Expert (SME), responsible for designing and executing strategies to improve institutional knowledge flow and decision-making. You will capture both individual and organizational expertise to build durable knowledge repositories and facilitate collaboration across classified and unclassified domains. Leveraging platforms such as Microsoft SharePoint, Confluence, and the Protected Internet Exchange (PiX), you will guide the implementation of KM solutions and conduct training to promote enterprise-wide KM adoption.
You will also play a key role in Foreign Disclosure operations, coordinating closely with the client’s FD Office to assess and review intelligence products for release to foreign partners. You will apply National Disclosure Policy (NDP) standards, provide “write-for-release” guidance to analysts, and ensure all intelligence shared externally meets regulatory requirements. Your ability to navigate complex disclosure authorities and mark products appropriately is critical to supporting multinational mission success.
As part of a broader information governance team, you will also support cross-domain dissemination of intelligence products, but with a primary focus on the knowledge lifecycle and disclosure decision-making.
Join us. The world can’t wait.
You Have:
- 1+ years of experience in Knowledge Management (KM)
- Experience in information release roles, such as Foreign Disclosure (FD)
- Experience in intelligence product dissemination
- Experience with NDP-1, DoD Foreign Disclosure Manual, and IC policies such as ICD-501
- Experience supporting the national intelligence community or DoD in joint or multinational environments
- Knowledge of KM and dissemination platforms and technologies such as SharePoint or Confluence
- Ability to manage multiple projects under tight deadlines, prioritize effectively, and work collaboratively to meet objectives
- TS/SCI clearance
- Bachelor’s degree in Knowledge Management, Information Science, or International Relations
Nice If You Have:
- 3+ years of experience with KM, including strategy development, process improvement, or platform administration
- 1+ year of experience with Foreign Disclosure as a FD Officer, Representative, or Assistant
- Experience creating SOPs, training materials, or governance documentation for KM or FD processes, and advising stakeholders on KM best practices and disclosure compliance
- Experience with Defense Intelligence Enterprise tools
- Experience supporting data-intensive environments and working closely with engineers and analysts to retain, organize, and make accessible large, mission-relevant datasets, and conducting research in digital environments to support knowledge integration
- Knowledge of classification markings, intelligence oversight, and information sharing protocols
- Ability to evaluate emerging technologies
- Ability to coordinate intelligence release or disclosure with foreign mission partners
- Possession of excellent written and verbal communication skills, including public speaking
- Possession of strong client engagement and facilitation skills
Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance is required.
