What you’ll do:
The Lead Planning Manager will drive the organisation’s compliance strategy, ensuring all processes, operations, and systems meet legal, regulatory, and ethical standards. Acting as the central point of expertise, you will guide compliance initiatives across departments, maintain oversight of quality assurance, regulatory audits, data governance, and internal controls.
As a key liaison between senior management, external regulators, and operational teams, you will ensure clear communication, foster a culture of integrity, and proactively mitigate compliance risks. You’ll also mentor and support junior compliance staff, developing a high-performing team committed to excellence and accountability.
Key Responsibilities:
Strategic Assurance Oversight – Implement assurance frameworks to ensure strict adherence to Network Rail standards and GC procedures. Champion continuous improvement, using data-driven insights to identify and address discrepancies.
Audit & Compliance Leadership – Lead internal and external audits, ensuring full regulatory alignment and operational excellence. Promote a proactive approach to compliance management.
Regulatory & Strategic Compliance Management – Provide authoritative guidance on industry regulations, company procedures, and planning processes. Collaborate with rail planning, commercial, and infrastructure teams to maintain seamless compliance.
Stakeholder Engagement & Communication – Build strong, influential relationships with project managers, contractors, clients, and regulatory bodies, ensuring all parties are aligned and informed.
Data-Driven Leadership & Systems Management – Oversee data systems to ensure integrity and accessibility of critical information. Deliver strategic insights to Contract Managers, Commercial Managers, and executive leadership.
Executive Administration & Operational Oversight – Manage high-level administrative functions, including correspondence, project updates, and document governance, to drive efficiency.
Client Relations & Reporting Excellence – Develop transparent reporting processes, delivering comprehensive weekly updates to executives. Align project progress with client expectations and prepare high-impact compliance and performance reports.
Corporate Communication & Thought Leadership – Create and oversee authoritative content for press releases, newsletters, digital channels, and social media, positioning the organisation as an industry leader.
What we’re looking for:
- Proven leadership in rail safety operations and compliance management.
- Strong knowledge of NR/L2/OHS/019 and industry regulations.
- Expertise in risk assessment, operational planning, and verification processes.
- Excellent communication, strategic thinking, and leadership abilities.
- Ability to navigate complex safety challenges with sound judgment and decision-making.
- Proven ability in leadership and the development of people
- Proven ability in building organisational capability through the development and implementation of processes and business disciplines
Essential:
- Hold and maintain the required Sentinel competence for SSOW Planner
- Have a detailed understanding of the relevant industry standards related to Safe Work Planning
- Experience of working safely within railway worksites and to Railway Standards
- Strong Systems & IT literacy
