Brief Description

Deliver advice on Network Rail’s statutory and contractual obligations for existing and proposed infrastructure and action proposals for use of land by external parties

About The Role (External)

  • Deliver statutory and contractual advice relating to asset protection issues, informing of legal maintenance and renewal obligations in accordance with the advice of Legal Services.
  • Assist with the identification and implementation of opportunities and methods to reduce or eliminate Network Rail’s obligations to renew or maintain infrastructure.
  • Progress negotiations with external parties for the reduction of liabilities and the completion of appropriate documentation.
  • Assist in the preparation of Transport and Works Act submissions and input into the resolution of issues and objections arising.
  • Advise internal stakeholders on the implications of externally promoted Transport & Works Orders. Provide recommendations to address concerns.
  • Provide specialist support to enable company responses to draft legislation and statutory consultations.
  • Progress opportunities for the closure or reduction in status of level crossings.
  • Provide advice to protect railway infrastructure assets from the unauthorised or unlawful activities by adjoining owners/occupiers.


Essential

Job Skills, Experience and Qualifications

  • Degree or equivalent qualification, preferably in law, property or town planning
  • Substantial knowledge of relevant and current highways and property law and its application
  • Substantial inter-personal and negotiating skills.


Desirable

  • Membership of an appropriate professional body, e.g. RICS, RTPI or IPROW
  • Substantial knowledge of regulatory processes applicable to the railway-highway-development interface
  • Substantial knowledge of railway infrastructure and engineering

Drugs and Alcohol Standard:

Our Drugs and Alcohol Standard is changing as of 16.01.2023. All propective candidates who have not been offered a conditional role by 16.01.2023 will be required to undergo and pass a drugs and alcohol test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.

Network Rail adheres to pre-employment Baseline Personal Security Standard (BPSS), this is government standard for pre –employment vetting. BPSS government standard pre-employment vetting requires Network Rail to screen a potential employee’s unspent criminal convictions and undertake 3 year career checks. Employment at Network Rail is subject to employees meeting the BPSS government standard pre-employment vetting.
