Job Purpose / Overview
The Construction Delivery Group forms part of a fully integrated Site Construction Directorate, whose objective is to facilitate the planning and delivery of the HPC Project as Principal Contractor, meeting the safety, quality, cost, and schedule objectives for the Project.
The M&E Senior Construction Delivery Manager (SCDM) forms part of the Construction Delivery Team embedded within the Construction Delivery Group. The SCDM reports to the Area Construction Lead (ACL) and is supported by the Construction Delivery Lead (CDL). In collaboration with ACL, CDL, CDM and the rest of the HPC Delivery Team, the SCDM is responsible for the planning, coordination, and implementation of a programme of mechanical, electrical and HVAC works and to manage the interfaces between adjoining programmes within the project. The SCDM will be a staunch advocate of our Safety culture and help to embed this approach in all processes and activities undertaken on the project, they will also be expected to embed this culture within their team and suggest enhancements and improvements to company policies, procedures, and protocols to ensure the project's safety, environmental, quality standards and schedule milestones are achieved. The team managed by this post will grow to excess of 20 persons.
Principal Accountabilities and associated Guidance Documents
- Acts as a subject matter expert in their area of expertise.
- The Senior Construction Delivery Manager will have several direct reports and fulfils Line Management responsibilities to CDL(s) / CDM(s). Offers support and guidance, along with ensuring that all appropriate training is undertaken to develop the CDL(s) / CDM(s).
- Manages their programme against safety, quality, schedule, cost concerns by recommending measures to mitigate risks and/or issues. Follows up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works.
- Oversee all aspects of Health Safety and Environmental best practices during construction activities within their programme of works in accordance with the HPC Construction Phase Plan.
- Adheres to the quality standards CQAP and ensuring that quality is always delivered.
- Ensures that a Surveillance Programme (example), is in place for all Contracts associated with their work areas.
- Undertake and record safety and/or assurance inspections that support the project KPI's.
- The SCDM shares the CDL(s) / CDM(s) responsibilities depending on work area and scope complexity. When nominated by the ACL, undertakes role of CDL / CDM for specific areas as and when required.
- Ensures Weekly planning meetings called 'Plan of the Week' are organised and minuted by CDL(s) / CDM(s) with the Contractor Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule and outputs are recorded and risks / issues escalated.
- Ensures CDL(s) supports the CDM(s) and Contract Partners, in the running of the 'Plan of the Day' meeting
- Attends all appropriate Coordination Meetings for their programme of works.
- Ensures CDL(s) / CDM(s) leads all Weekly Construction meetings for their area of works and contracts, using and updating the Issues & Action Tracker created for all of the NI M&E Works.
- Ensures clear, two-way communication with key stakeholders so that all activities and issues are directed appropriately.
- Proactively communicates/co-ordinates with other site teams (H&S, contract, project controls, logistics) including peers within the construction team to maintain good communication links, and ensure activity is well reported and timely. This includes regular attendance at pre-start briefings and supporting the delivery of key messages to the contractor organisations.
- Support the Tier 1 contract partners in the delivery of their scope, providing information and co-ordination to support the contractual management of the works.
- Oversee the contractor's management of all construction and labour force logistics and contracts relating to the works to be constructed.
- Works closely with the contract SPM's/PMs to provide support and guidance for responses to contractual correspondence.

- Recommend temporary measures to mitigate against safety and/or quality concerns, along with program restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits, etc.
- Reviews the Construction Daily Site Logs (DSL), Surveillance Guideline, produced by the CDL(s) / CDM(s), to ensure information is reported to the required level of detail. Risks / Issues are reported up through the organisation timeously and escalates any issues/concerns via detailed reports. Fieldview/QCFC training will be required.
- If required to do so by the ACL, due to resource constraints and the "Agile" approach, monitor activities on site and record findings in a DSL, using the Quality Control For Construction tool QCFC, using an available Tough Pad, ensuring information is reported up through the organisation to the SCL/ACL. Photographs of working activities should be taken and placed in the DSL, along with Photographs of the Works Authorisation Form, Temporary Access Certificate, Permits and POWRA. Check all are in date and valid.
- Advise the ACL of any issues that come to light that should be addressed contractually such as issuing required notices and matters relating to changes/variations. Liaise with the Area Construction Lead and PM to identify and jointly resolve any integration or contractor interface risks or issues. Contribute information on specific area to weekly and monthly reports, as well as issuing and maintaining performance and KPI indicators Understand and fully implement project procedures for workface contract-charge issues.
- Ensures that all CDL(s) / CDM(s) in their team and feeding into the "Live "Construction Daily Report and Works Area Information Sheet.
- Reviews and contributes to the construction weekly and monthly reports in line with NNB's reporting timescales defined in the Drumbeat to ensure information is reported to the required level of detail Health & safety, environmental, quality, schedule) up through the organisation and escalates any issues/concerns via detailed reports, as well as issuing and maintaining performance and KPI indicators.
- Proactively communicate/co-ordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other CDM's, CDL's & SCDM's, to maintain good communication links, and ensure activity is well and timely reported. This will also include regular attendance at Daily Activity Briefings (DAB's), Pre-Start Briefings, POWRA and supporting the delivery of key messages to the contractor's organisation, along with attendance at the delivery of any major Toolbox Talk or Specific Safety Brief.
- Acts as Lead Reviewer (or Reviewer as SME) for documents submitted by the contract partners on Teamcenter. Calls upon NNB SMEs to gather any specialist help to review and identify necessary control measures associated with such RAMs or Documents, to ensure the work can be executed safely and compliantly.
- Ensures that an appropriate Review Matrix is available for Construction related documentation and that the individual MDT's have an up-to-date version to assist them with the correct individuals to carry out document surveillance.
- Supports the CDL(s) / CDM(s) in Reviewing and Signing WAF's (Work Authorisation Forms) to give approval for Work Authorisation on all work areas under his control. Approves to give "go ahead" before final processing of WAF by Permit to Work (PTW) office. Monitors life cycle of WAF's in their areas and assists the PTW office on the allocation of Primary or Secondary WAF's. See Presentation. See Building & Work Platform Coordination Work Instruction.
- Ensures CDL(s) / CDM(s) assist the Tier 1's in the production of Hand Over Certificates and associated Temporary Access Certificates (TAC's). An Interface Management Document (IMD) will be required as an appendices of the TAC, this consists of a brief outline of the scope and a RACI. RACI stands for "Responsible, Accountable, Consulted & Informed" and is a simple, effective means for defining project roles and responsibilities, providing a comprehensive chart of who is responsible, accountable, consulted, and informed every step of the way. Use Docusign (Apply to NNB IT Team to activate) to acquire signatures for both H/O's and TAC's.
- Working with the CDL(s) / CDM(s), ensure that the Tier 1 Contractor Partners are collating Lifetime Quality Records (LTQR's), in a systematic way and in the appropriate format. This will result in an accepted End of Erection Status Report (EESR).
- Ensures the CDL(s) supports the MDT PM is collating evidence for the Delivery Work Packs DWP from T-12. Leads the production of evidence to complete the (DWP's) at T-3, with the support of the CDM. The DWP's associated with work areas can be found on SWITCH, using the DWP procedure Rev 6 and the PowerPoint presentation.
- Ensure that the Tier 1 Contractor is complying with all ITP activities in the field and that all Surveillance Opportunity Notification Information Management System (SONIMS) notifications are being booked and adhered to by them. This can be checked at the PLOD's.
- Ensure that the M&E Construction Team Internal Pre-Work Check Sheet is followed prior to any work commencing and at the start of physical activities if the field. Use of this Check Sheet will assist in compliant delivery.
- Support the CDL's and CDM's Manage Engineering Change in the field, owning RFI's, FCR's and NCR's on both the outgoing CCIS System and the new system which is to be SWITCH and UPDATE. Training on both systems will be required. Leads discussions with the Joint Design Office (JDO0 and MDT PM's on resolving issues.
- When instructed to by the SACL, carry out the CDL role involved in Mobilising a Contractor Partner to site, who will be carrying out works in their allocated areas. Work closely with the MDT SPM in assisting the Tier 1 Partner collating the required prerequisites and subsequently holding the Mobilisation Readiness Review when complete. The Mobilisation Quality Plan (MobQP) should be used to initiate Tier 1 mobilisation.
- To ensure the SCDM is fully informed of the T1's responsibilities in line with their contract, the SCDM should familiarise themselves with the relevant Readiness Review Quality Plan (RRQP) which was updated in 2022 and now called Mobilisation Quality Plan (MobQP). This document sign posts the reader to all relevant construction documentation for the respective T1 which in turn details the T1's site wide responsibilities. This information should be cascaded by the SCDM through their team(s) to ensure clarity and consistency is maintained pertaining to the T1's duties.
Knowledge, Skills, Qualifications & Experience
Essential
- Management of strategic planning of site set up, construction sequencing, recovery plans and resource allocation
- Good working knowledge of commercial principles affecting construction matters
- Ability to produce informative, concise reports
- Motivational approach and the ability to energise team members by building a climate of trust and understanding
- Considerable working knowledge in the delivery of large M&E complex projects
- Relevant Degree (or equivalent) in either Mechanical & Electrical Engineering or Construction.
- Working understanding of the post holder's obligations under CDM Regulations
- Excellent organisational and communication skills
- Able to deliver results when working under pressure.
- Ability to manage multiple stakeholders.
- NEBOSH, SMSTS or IOSH qualification holder.
- Collaborate with other managers to effectively manage operations of the site
- Adopt a results-focussed mind set, using initiative, and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value, and quality.
Desirable
- Experience of operating in a high security environment advantageous
- Experience within the Nuclear environment is advantageous but can be offset by demonstrable experience within Mechanical & Electrical Engineering/Construction.
