The Bank spends approximately £300m annually on third party goods and services via contracts procured through the central Procurement Division. This expenditure is committed over a wide variety of categories that include ground breaking technology and payments systems that service over £675bn of payments every single day, activities required to maintain a Grade 1 listed building, and the specialist contracts required to print and distribute bank notes.

To better lead and coordinate the Bank's commercial activities, we have committed to embrace a Strategic Category Management ("SCM") approach. This requires the creation of a new team that will work with the business areas responsible for the Bank's strategic spend. The team will need to understand business requirements, the relevant supplier markets, future market trends and benchmarking. It will develop individual category strategies based on this aligned to the overarching strategy of the Bank. These category strategies will drive activities across the rest of the Procurement Division. We are seeking a Market Analysis and Benchmarking Manager to be a key subject matter expert in this new team.

This role will report to the Head of Strategic Category Management.

Responsibilities

The role's responsibilities include

  • undertaking detailed benchmarking of the Bank's strategic contracts having first identified the source of suitable benchmarking information and determining how this information will be collated, assessment and reported in a format to inform the commercial direction of the Bank,
  • working with other members of the Strategic Category Management function to determine which market data and information will be required to support the development of the Bank's Category Strategies,

  • collaborating with commercial colleagues and stakeholders to agree and undertake reporting of the performance of specific category plans to inform future iterations of that plan and to report on the success or otherwise of the strategic category management initiative, and
  • developing and delivering guidance and training on the data analysis aspects of Strategic Category Management to managers and others using procurement services.


Minimum Criteria

  • Capability to translate complex data into meaningful insight for appropriate audiences
  • Strong analytical capabilities and excellent knowledge of Excel, and notably creating user-friendly spreadsheets, ready for user input
  • Experience in working with complex market and supplier data to provide insight that can inform strategic category plans for a variety of different spend areas
  • Ability to manipulate complex benchmarking data and undertake comparisons with existing contractual information

Desirable Criteria

  • A working knowledge of Public Sector Procurement and the Public Contracts Regulations 2015 and Procurement Act 2023
  • Experiences of seeking out alternative sources of market and supplier data and evaluating their suitability for used within the Strategic Category Management Function
  • Experience of providing detailed reporting on contracts and function performance to senior leadership and oversight boards
  • An understanding of different contract delivery, pricing and service methodologies and experience of determining which are most appropriate for different delivery circumstances
  • Ability to synthesise data from a variety of sources
  • Demonstrable excellent organisational, planning and time management skills
  • Demonstrable ability to work on multiple workstreams simultaneously

  • Excellent written and oral communications skills, with the ability to present and communicate clearly and succinctly at all levels

Salary and Benefits Information
We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

The salary range is, Leeds, £46,320 - £52,110.

In addition, we also offer a comprehensive benefits package as detailed below:
  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
  • A discretionary performance award based on a current award pool.
  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days' annual leave with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process
Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
