Open Banking and Open Finance have potential to be key drivers of growth and competition in the UK financial services sector and have the potential to improve customers’ financial lives and fight crime.
In our 2025-2030 strategy, we have committed to building on the success of Open Banking and launch Open Finance to increase the pace of change to deliver innovation and competition, greater flexibility and lower costs to consumers.
We have set up a new department to increase our focus in this area. Our work is focussed on working with industry to develop use cases for open finance and designing policy that will establish a sustainable and competitive footing to empower consumers with choice. Our vision is for the open banking ecosystem can grow beyond the current functionalities, extend across different financial services sectors for open finance and bring greater competition and choice while boosting innovation and growth.
What You Will Be Doing
- Your role is to help progress a key strategic priority for the FCA – opening up and enabling the sharing of consented consumer data from different financial services providers to make consumers’ lives easier, increase choice and allowing for easy-to-access, personalised support
- You will be a Technical Expert for chairing and leading engagement with industry stakeholders on open finance. This involves regular engagement with open finance data holders and users including banks, credit reference agencies, FinTechs, trade bodies/associations, insurance firms, consumer investment providers etc. This involves being able to translate complex technical concepts to non-technical stakeholders
- To deliver industry policy sprints for prioritised open finance use cases through collaborative working with the Open Finance and Banking Policy managers and the Smart Data Accelerator team in Innovation
- The successful candidate will take on responsibility for project delivery and ensure the quality and robustness of evidence gathered from industry via the policy sprints allow for evidence-based policy making

Minimum
- Prior experience of leading and / or playing a key role in industry working groups to explore use cases for open banking and/or open finance
- Prior experience of financial services products development particularly in small businesses and consumer lending
Essential
- Open banking knowledge and experience is desirable
- Understanding of what makes markets work well for consumers and the impact of regulation on consumers, including unintended outcomes
- Excellent oral and written communication skills, particularly communicating complex concepts to non-technical colleagues
- Ability to demonstrate personal impact and influence and persuade stakeholders of your point of view
- Experience of engaging with a diverse range of stakeholders
- A collaborative and flexible approach, with the ability to think strategically about future regulatory approaches and join up with wider FCA or Government policy initiatives
- Comfortable with responsibility and managing ambiguity
