Tasks & Responsibilities
The PTW Engineer is responsible for the end-to-end coordination of the Permit to Work system, ensuring all permit-controlled activities-particularly hot work, confined space entry, and electrical isolations-are executed safely and in compliance with both internal procedures and the Principal Contractor's requirements.
Key Responsibilities:
- Administer and maintain the PTW system, ensuring clarity, completeness, and traceability of all permits.
- Review and validate permit requests, ensuring alignment with approved RAMS and procedures.
- Coordinate with Permit Acceptors, Holders, and Supervisors to ensure understanding and compliance with permit conditions.
- Oversee the hot work permit process, including pre-task checks, fire watch arrangements, and inspections.
- Support the implementation of fire safety controls in accordance with internal Hot Works Procedures and the HPC Construction Fire Safety Standard.
- Participate in PTW audits and ensure timely closure of findings and corrective actions.
- Act as a liaison between internal teams and the Principal Contractor's Permit Team & EHS Team.
- Monitor cross-boundary interfaces and ensure permit coordination across contractors and work zones.
- Support training and competency assurance for Permit Acceptors, Holders, and Fire Watchers.
- Support Incident Investigations where PTW noncompliance is a factor.
Specific Functional / Technical Authority
The PTW Engineer holds the authority to immediately stop any work or operation where there is a risk to personnel, equipment, or the environment due to non-compliance with the Permit to Work system or associated safety procedures. This includes situations where:
- A valid permit is not in place or has not been properly applied.
- Hot work or other high-risk activities are being conducted without appropriate controls.
- Fire safety measures, including fire watch or gas testing, are inadequate or absent.
- Cross-boundary work interfaces are not properly coordinated or risk-assessed.
- The PTW Engineer is empowered to escalate non-conformances, enforce corrective actions, and withhold permit approvals until all safety and procedural requirements are met.
Job Specifics
- The PTW Engineer must be technically proficient and experienced in managing Permit to Work systems within complex construction and commissioning environments, particularly in power generation or large infrastructure projects. A strong understanding of electromechanical systems, fire safety, and high-risk work controls-such as hot work, confined space entry, and electrical isolations-is essential.
- The role requires hands-on experience with digital PTW platforms, coordination across multiple contractors, and the ability to interpret and apply site-specific procedures, risk assessments, and regulatory standards. Familiarity with local legislation frameworks is expected.
