DGCIO Division for Monetary Policy & Financial Stability(MP&FS)

DGCIO lead business facing technology functions dedicated to servicing the needs of MP & FS. DGCIO is accountable for delivery and operations of all technology that the the deputy governorships rely on.

This role is leading the Domain Support and Compliance team (DSC) that delivers services to the DCP (Data Collection and Publication) and SaS (Systems and Solutions) Domains within the Division.

Job Description

Working within the MP&FS DGCIO Division in the Systems & Solutions domain, you are accountable for technology people and services that enable the functioning of the domain, including responsibility for defining the team roadmap. You will work with the divisional domains to understand their requirements and priorities and ensure a relevant roadmap is in place to meet them.

This is a people management role. You will be responsible for day-to-day management of a technology team of delivery analysts and junior engineers. Defining their roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

  • Manage the end-to-end execution of the their work assuring high quality and value for the division

  • Assure domain services meeting all the required service levels and applying consistent policy and practice
  • Active in assuring your people know the importance of the work they do and how it links through to the strategic priorities of the bank
  • Work across the division building trusted partnerships that enable to function to delivery quality outcomes for the Bank

Role Requirements

Minimum Criteria

  • Experience in technology roles and knowledge of current development practices such as Agile/SCRUM, continuous integration and delivery
  • You will have people management experience
  • Good knowledge of MP&FS Systems & Solutions and Data Collection & Publication domains, what we do and how we do it
  • Have familiarity with ITIL or similar service management approaches.

Essential Criteria

  • Strong stakeholder management skills, demonstrating the ability to influence and challenge established thinking
  • Ability to manage self and others, balancing resources meet changing demands in a high pressure and fast moving environment
  • You are able to prioritise and deliver a complex portfolio of work to time and budget
  • Experience and knowledge of Bank Technology processes covering finance, service, security, audit, risk and vendor
  • Be able to demonstrate strong judgement, problem-solving and good analytical skills.
  • Have the ability to handle and analyse a wide range of internal and external sources of information.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

We offer a salary as follows:

Leeds circa £47,920- £53,910

In addition, we also offer a comprehensive benefits package as detailed below:

  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
  • A discretionary performance award based on a current award pool.
  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days' annual leave with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
