Policy Manager

Salary: £45,000 - £52,000 per annum + excellent benefits, including 27 days holiday, 2:1 pension (up to 12% employer contribution), plus many more

Location: London/Hybrid with an expectation of spending regular time (approx. 1-2 days per week) in our London office and at stakeholder meetings; with flexibility on working from home at other times


Did you know that there are at least 20m people in the UK in vulnerable financial circumstances, who are poorly served or unfairly excluded from mainstream financial services?


That’s nearly a third of all adults in the UK.


We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.


We are continuing our work following our latest round of funding, and as a result we are now seeking a Policy Manager to help drive change by developing strong, evidence-based policy, and influencing public policy, regulation, legislation, and industry practice. You’ll join a growing and ambitious organisation at the forefront of financial inclusion, with the chance to make meaningful impact.


You’ll be part of our Systems Change and Impact team, working alongside colleagues in research, strategy, impact, communications and engagement. Together, we are shaping policy and driving systems-level change to improve financial resilience for people across the UK.

Key Responsibilities


  • Develop and lead key policy workstreams to improve access to fair financial services
  • Monitor developments in financial inclusion and financial services policy and identify opportunities for influence
  • Draft consultation responses and policy submissions, incorporating input from internal and external stakeholders
  • Commission and manage research to support policy development
  • Shape Fair4All Finance’s policy strategy and ensure alignment across engagement, communications and programme delivery
  • Build relationships with policymakers, regulators, industry and civil society organisations
  • Represent Fair4All Finance at key external forums such as roundtables, working groups and parliamentary events
  • Collaborate with partners to strengthen the collective voice for financial inclusion


Essential experience & qualifications:


  • Proven experience developing policy and influencing public affairs
  • Strong analytical skills and an evidence-led approach to policy development
  • Experience engaging with stakeholders across government, regulation, industry or civil society
  • A deep commitment to financial inclusion and tackling systemic inequality


Desirable experience


  • Understanding of UK financial services regulation and policy environment
  • Experience managing or commissioning research to inform public policy
  • Experience working within or alongside financial services, charities or campaigning organisations
  • Familiarity with legislative and consultation processes

Who are Fair4All Finance?


We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.


Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
