Job Summary
The Health and Safety Executive (HSE) is Britain’s national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.
The Change Team sits within our Operational Services Division (OSD) and is comprised of three key pillars:
(i) Transformation Office (“TO”)
(ii) Programme & Project Management (“PPM”)
(iii) Business Design & Change (“BD&C”).
The BD&C and PPM pillars contain professionals who are deployed to projects and programmes within HSE. Each pillar is led by a Band 1 Head of Change, with supporting Band 2 Practice Leads.
As a member of the management team, you will play a key role in leading practice management and development activities for the unit. You will be responsible for supporting day-to-day running of the pillar, as well as providing expert practitioner knowledge, skills and experience to support strategy development and continuous improvement for their pillar.
You will also be responsible for line management of practitioners and will ensure the team are effectively supported, developed and performance managed to deliver the overarching capability needs of the organisation.
Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Key Responsibilities
- Leadership – Work alongside the Band 1 Head of Change in the effective functional leadership and day-to-day running of the practice pillar. Promote and articulate the vision to the team, and ensure appropriate objectives are defined to develop practice and personal capabilities in line with vision and to meet demands.
- Continuous Improvement (CI) – Contribute to the development of integrated CI plans, both within the pillar and across the Change Team, with the other Practice Leads and Transformation Office team members. Obtain approvals and oversee execution of plans, taking responsibility for activities assigned to the Practice Lead, as required. Provide a pivotal role in recognising opportunities for improvement / refinement in HSE change frameworks and the team’s ways of working.
- Capability development – Analysing and interpreting the pillar’s performance data and translating the findings into addressing performance challenges directly with line reports or via matrix management arrangements, as well as improving the data capture itself. Analysis may require development interventions, including direct Mentoring & Coaching.
- Resource Strategy and Planning - Support the definition and implementation of resource strategies for the portfolio, ensuring capacity and capability needs are met now and in the future. Provide professional advice and recommendations on deployment to balance delivery and development of individuals and wider pillar.
- Guidance and Assurance – Drive engagement between projects and the practice team to improve processes, ways of working and benefits realisation. Support delivery as a whole through the application of standards and frameworks to enable outputs to meet the business needs.
- People Management – Direct line management between five and ten others including peers of the same band, junior members of the team and contingent labour resource, as required. Exercise thought leadership across all aspects of Project Management, as well as being integral to forming a collaborative and supportive culture.
- Reporting – Provide practice pillar feedback, metrics and professional support to the Transformation Office to facilitate performance management of the Change Team, ensuring focus on the delivery of quality outputs and outcomes.
Essential Skills And Criteria
- Experience as a practitioner in a relevant professional field (i.e. Project Management, Change Management, Data Analysis); possessing relevant practitioner-level technical skills with knowledge of relevant standards, methodologies and approaches.
- Experience of supporting continuous improvement / professional development within a team of professional practitioners.
- Experience of tailoring and presenting high quality artifacts to concisely and coherently influence different stakeholders at all levels.
- Experience of direct line management and/or delivering through others; in particular, experience of using leadership skills to proactively influence, support and motivate others.
- Experience of working within multidisciplinary teams and adapting to changing and competing priorities, to deliver successful outcomes.
