Basingstoke and Deane Borough Council owns an established property investment and operational portfolio principally comprising industrial, office and retail assets, land, with some other miscellaneous assets, valued at £288.9M producing an annual rental income of £19.3M. Rental income is a major contributor to the financial sustainability of the Council and the income received significantly contributes to the delivery of council services.
Following a reorganisation of property functions, we are looking to recruit a Principal Estates Surveyor within the Investment Portfolio Team, to join a team of property professionals responsible for managing part of the Council’s land, property and community asset portfolio. The role comprises hands-on estate management and will play a key role in delivering the priorities of the council’s Annual Property Plan and Strategic Asset Management Plan and contribute to other exciting new Corporate or regeneration projects.
The Main Duties Will Include
- Carrying out day to day duties arising from the land, property, commercial and community assets; including Rent reviews, negotiating new lettings, wayleaves, lease renewals & generally dealing with landlord and tenant and compliance matters including processing applications for landlord’s consent, surrenders and dilapidations.
- Management of land including sales and due diligence, resolving disputes and working across a range of council services. Estate management duties will include managing service charges and budgeting, overseeing Letting Agents, debt monitoring and income management.
- Inputting into Project Groups where these involve the role’s managed portfolio/ and or input on behalf of the Property Team
All in accordance with the organisation’s constitution and the RICS guidelines. Developing good relationships with tenants, Commercial agents, internal departments, councillors and colleagues within Property is key.
We are looking for candidates who are RICS qualified with experience in a commercial property environment. You will also have a good working knowledge and understanding of commercial and community leases. Candidates must possess a full driving licence and access to their own transport to fulfil the duties of the role.
