Job Summary
The Health and Safety Executive (HSE) has established the Building Safety Regulator (BSR) to ensure high-risk residential buildings (HRBs) are safe and that people feel safe in their homes. Within BSRs High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation.
In-Occupation: The In-Occupation function involves assessment of Building Assessment Certificate (BAC) applications for occupied HRBs to ensure that building safety risks are being managed and controlled to protect residents' safety.
As a Principal Regulatory Lead you will be responsible for leading and managing a team of Building Safety Regulatory leads, who make regulatory decisions. These Regulatory leads will themselves be coordinating multidisciplinary teams (MDT) with regulatory partners including Building control, Fire service and structural engineers, who provide the expertise to support decision-making.
Building Control: The Building Control function involves the assessment of any work to design, build or modify an HRB to ensure that it meets the functional requirements of the Building Regulations

The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.
It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants. Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDBP to be undertaken in due course.
As the Principal Regulatory Lead, you will be responsible for strategic oversight and leadership of your team to ensure effective and efficient delivery of regulatory compliance for HRBs that ensures residents feel safe and are safe in and around the built environment. We are looking for dynamic, driven, leaders who can bring out the best in our people, work effectively with others, including external partners and use data and management information to drive delivery of BSRs regulatory functions and objectives. - Assuring and overseeing consistent decision-making to ensure proportionate regulatory outcomes within and across teams.

- Being alert to when things are not being delivered as expected, responding promptly to implement changes while mindful of the impact on culture, structure, morale and a diverse range of end users.

Essential Skills And Criteria
- Experience in regulation, compliance or construction / building design or property management
- Experience of leading oversight and assurance of operational delivery using evidence and data analysis
- Experience of leading and supporting a team/teams to meet challenging performance targets at pace
- Leading team development to take on new roles, responsibilities and adapt to change
- Managing risks associated with operational delivery ensuring proper risk frameworks and governance are in place
- Experience in operational leadership/management.
Travel
This role can be based in any HSE office listed in the advert, although some travel to other offices will be required for on-site visits, collaborative working, supporting and training colleagues & meetings. This may necessitate the occasional overnight stay.
