Role Purpose:
As the Procurement Manager for process and governance, you will be working closely with interfacing functions that are accountable for developing the Procurement & Supply Chain processes, procedures and supporting documents, conducting first level assurance activity against regulatory, customer, business and other requirements to ensure compliance. Responsible for operating the management control and reporting system within the Procurement & Supply Chain function to ensure the governance framework is operated efficiently and effectively across the function.
Key responsibilities:
- Maintaining zero non-conformances and opportunity for improvements with external auditors
- Clearly defined Processes & Governance structure that supports delivery of our legal and regulatory obligations through alignment with supplier quality and development teams
- Alignment of processes to system capability current and future
- Development of external supply chain insights and analysis reporting to provide intelligence to the Procurement & Supply Chain teams to enable actionable informed decision making
- Maturing of the Procurement & Supply Chain performance reporting suite that supports intelligent customer and operational delivery
- Full integration of Supply Chain ESG and Resilience requirements into processes and procedures
- Mentoring and leadership of two direct reports
Experience Required:
Procurement & Supply Chain Process Governance & Assurance Specialist
- Ability to develop, manage and administer the process governance and assurance framework within a Procurement & Supply Chain function.
- Ensures that appropriate training material is developed, delivered and maintained to assure that sufficient knowledge and understanding of all Procurement & Supply Chain processes, procedures and supporting documents, are fully understood by existing colleagues and new starters.
- Ability to act as the lead contact for internal and external audit activities. Able to act as the owner/coordinator of post audit improvement plans against business process
- Good knowledge and understanding of ISO standards such as ISO9001, ISO27001, ISO19443, ISO45001, ISO14001 and understanding of Public sector Procurement requirements.
Procurement & Supply Chain Process Improvement and Optimisation
- Leading and implementing change to processes in a structured and controlled manner within the Procurement & Supply Chain function, and acting as process lead change agent for integrating processes owned by other functional areas.
- Ability to continuously improve existing Procurement & Supply Chain processes, and where appropriate introduce new processes to meet regulatory, customer and business needs through process standardisation, automation and benchmarking against global best practice.
- Working collaboratively with peers ensures the integration of Supply Chain ESG and Resilience requirements into processes, procedures and supporting documents, with appropriate training and guidance materials developed and provided to the Procurement & Supply Chain teams.
Procurement & Supply Chain Functional Governance
- Operating or working within a governance framework inside a highly regulated environment that oversees the coordination of multiple requirements, projects and conflicting demands.
- Ability to understand governance within Procurement & Supply Chain, how it works in relation to the business governance framework other organisational governance structures.
- Able to develop, embed and continually improve the management control and reporting system within the Procurement & Supply Chain function through ensuring engagement with managers at all levels operate to a governance standard diary to facilitate timely reporting and decision making.
- Ensures that the Procurement & Supply Chain function governance structure aligns with the overall strategic goals and objectives of the business and has appropriate risk management controls in place to minimise potential impact to Rolls-Royce SMR.
Procurement & Supply Chain Reporting & Data Analysis
- Management and control of data acquisition, manipulation and dissemination of Procurement & Supply Chain information utilising digital tools or applications.
- Utilising the appropriate tools and applications can critically assess the information used by the Procurement & Supply Chain function to provide intelligent value-added insights and is able to identify and suggest actions to mitigate risks.
- Proven ability to ensure the delivery and preparation of business reports for internal and external stakeholders to a high standard of maturity and reliability that will support key business strategy and decisions.
- Leveraging systems and technology is able to develop and manage internal and external performance measurement frameworks, dashboards and scorecards.
Stakeholder Management
- Leading delivery of projects with cross functional stakeholders and multiple reporting lines to achieve desired outcomes.
- Ability to assess and manage stakeholder expectations through a controlled and value adding process. Develop and implement approaches to convince colleagues and other stakeholders to agree to plans or take advice, and to achieve early engagement in strategic issues affecting the Procurement & Supply Chain team.
- Demonstrable ability to promote effective relationships with internal stakeholders to secure their commitment to processes, systems, practices and strategy objectives. Ability to translate technical digital concepts into non-technical language and understand what communication is required with stakeholders.
Mandatory Training Or/and Qualifications
- A relevant degree or equivalent or significant industry experience
- MCIP’s or IoSCM qualified or demonstrable equivalent experience
- Experience in a Procurement or Supply Chain Management role
Beneficial Experience, Training Or/and Qualifications
- Advantageous - understanding of Nuclear regulatory requirements
- Desirable - understanding of Public sector procurement process requirements

A performance related bonus of up to 12.5%,
