This is a dual role taking the Lead for the project team and working as product Manager/Owner for a client-sited agile scrum team delivering digital services.

As a Product Manager, you will:


  • Manage a product through all stages of the Agile software development lifecycle (discovery, alpha, beta, live), supporting lead and senior product specialists.
  • Define and communicate a clear product vision and roadmap aligned to public sector goals, user needs, and strategic outcomes.
  • Lead multidisciplinary Agile delivery teams (design, engineering, user research), fostering strong collaboration and delivery excellence.
  • Build strong relationships with complex networks of internal and external stakeholders, managing expectations and driving alignment.
  • Champion user-centred design and ensure that user research informs all stages of product development.
  • Use product analytics and qualitative feedback to define success metrics, evaluate impact, and guide iterative improvements.
  • Apply Agile practices (e.g. Scrum, Kanban) to manage product backlogs (e.g. Jira, Confluence), prioritisation, sprint planning, and delivery of continuous value.
  • Design and implement robust operational processes for the support and ongoing improvement of live services.
  • Serve as an escalation point for operational issues; proactively address complex challenges and prevent future issues.
  • Ensure integration with wider digital services, contributing to the broader service ecosystem and policy objectives.
  • Build business cases and contribute to funding and governance processes, ensuring compliance with public sector standards (e.g. GDS, WCAG, procurement, data security).
  • 3-5 years of experience in a Product Owner position, within a consultancy environment
  • Delivery management
  • Jira/Confluence
  • Agile, Kanban, Scrum
  • Government Digital and Data experience
  • Experience within full Life cycle product management including; operational management, Problem management, Strategic ownership, User focus
