Reed Talent Solutions are partnering with the Metropolitan Police Service to recruit a Programme Finance Accountant for a 12 month contract with likely extensions.

The rate for this role will be £500 - £550 per day inside IR35 (umbrella) and will be based either in Holborn or Queens Park (NW6) with hybrid working with 3 days on site per week.

The MBS programme is establishing a Met Business Services BAU function and support the Metropolitan Police achieve their objects by delivering new supporting technology for Rostering, Finance, HR and Commercial, alongside a new outsourced services contract for transactional services.

Key responsibilities:

Financial Oversight & Reporting

Lead the financial management and reporting for the programme, ensuring alignment with programme objectives and financial targets – milestones/ stage gates.
Develop and maintain detailed programme budgets, forecasting future cashflows, and ensuring accurate variance analysis.
Prepare timely and accurate financial reports for senior stakeholders, including SRO, Programme Director, Portfolio Oversight Boards and Finance.

Budgeting & Forecasting

Work with the Programme Director and key stakeholders to develop and update comprehensive budgets for the programme.
Ensure that all programme financial activities (including procurement, resourcing, and external vendors) are fully captured and accounted for.
Provide regular budget forecasts, identifying potential cost overruns and working with the PMO and Finance Business Partner to implement corrective actions.

Financial Controls & Compliance

Establish and maintain financial controls to ensure compliance with internal policies, external regulations, and governance frameworks.
Implement and monitor internal controls to ensure funds are allocated and spent according to budget and programme requirements.
Support the audit process, ensuring all financial records are complete, accurate, and accessible.

Cost Management & Cost Savings

Identify opportunities to optimise costs across the programme, working closely with procurement and vendor management teams.
Monitor expenditure on external vendors, contractors, and suppliers, ensuring that contracts are adhered to and value for money is achieved.

Stakeholder Engagement & Financial Advice:

Support the Finance Business Partner to act as a financial advisor to the Programme Director and SRO, providing guidance and insights into financial decision-making.
Work with programme leadership to understand the financial impact of changes to scope, schedules, or resources.
Proactively communicate financial risks and opportunities and recommend actions to mitigate risks.

Financial Systems & Tools:

Utilise and maintain programme financial model and tools, ensuring data accuracy and transparency.
Leverage programme financial model to automate financial processes and reporting, increasing efficiency and reducing manual errors.

Earned Value Management (EVM):

Monitor and report on Earned Value (EV) metrics, including Planned Value (PV), Earned Value (EV), and Actual Cost (AC) to assess the programme’s financial performance.
Perform detailed variance analysis between Planned Value, Earned Value, and Actual Costs to identify deviations and forecast future financial trends.
Tracking of financial benefits – cashable/ non-cashable and ability to present Finance Business Partner/ SRO, Programme leadership on implementation.
Report on variances, providing actionable insights and recommendations to mitigate risks and improve financial performance.

Risk & Variance Management:

Identify and track financial risks related to the programme, including cost overruns, schedule delays, and other factors that may affect the achievement of the planned value.
Proactively manage and report risks to accomplishment of the planned value, highlighting corrective actions and mitigation strategies.
Work closely with the PMO and programme management teams to ensure that identified risks are appropriately addressed and that risk exposure is minimised.

Continuous Improvement:

Drive improvements in financial processes, reporting standards, and tools to support the evolving needs of the programme.
Work with Finance Business Partner to establish best practices in financial management within the programme.

Skills and Experience

Excellent competency in Ms Office Suite (Excel, PowerPoint, Ms Project)
Team oriented and collaborative mindset
Experience of senior management within a complex change portfolio/ programme/ project
Experience of managing suppliers and contractors, assuring quality and ensuring value for money
