DHSC contracts directly with a number of NHS Trusts, universities and life science organisations that together host our two coordinating centres:
- NIHR Coordinating Centre (NIHRCC), hosted by Leeds Teaching Hospitals NHS Trust, the University of Southampton, and LGC.
- Clinical Research Network Coordinating Centre (CRNCC), hosted by a consortium of the University of Leeds and Guy’s and St Thomas’ NHS Foundation Trust.
These two coordinating centres share operational responsibility for the NIHR. Their work is directed by DHSC’s Chief Scientific Adviser and by the Director and Senior Management Team of DHSC's Science Research and Evidence Directorate.
Job Description
The Programme Manager will support the day-to-day delivery of the NIHR Invention for Innovation (i4i) programme, which will involve managing and supporting the funding processes and effective monitoring of funded projects.
You will carry out due diligence of project proposals and will be able to critically analyse the project rationale, and, with support from senior colleagues, the proposed intellectual property (IP) and commercialisation arrangements. Other key aspects include the effective management of a portfolio of funded projects and the capture of key outputs and impact metrics on delivering innovations to the NHS and the UK economy. You will also be expected to contribute to the improvement of operational processes and working practices.
You will need to have good interpersonal skills to establish productive relationships with key internal and external stakeholders, including entrepreneurs, academics and clinicians, and you will need to be comfortable with working to tight deadlines and competing priorities while maintaining a high quality of outputs.
Responsibilities
- Supporting all aspects of translational research funding, including scoping call themes, advising potential applicants, revising application forms and guidance documents, reviewing applications for funding, managing the funding committee, coordinating and attending funding committee meetings, providing feedback to successful and unsuccessful applicants
- Undertaking due diligence of funding proposals based on critical assessment of healthcare-related projects, including reviewing the scientific, technical and clinical rationale, analysis of project budgets and value for money, evaluation of proposed IP protection and freedom to operate positions and assessment of the proposed adoption and commercialisation strategies
- Negotiating funding agreements for projects recommended for funding, including the negotiation of milestones, financial arrangements and reporting requirements to enable successful project development
- Managing a portfolio of funded projects, including monitoring of scientific, clinical and financial performance, reviewing IP and dissemination plans and managing contractual changes to ensure appropriate strategies are in place leading to patient benefit and/or commercial realisation
- Liaising regularly with internal and external stakeholders, including attending, organising and leading meetings, representing the funder’s perspective at project meetings to facilitate successful project development, and promoting and representing funding programmes at external meetings
- Contributing to continuous improvement activities across the team and drafting work instructions as appropriate
- Contributing to strategic programme and departmental initiatives

Qualifications
Essential Criteria:
- Educated to MSc/PhD level in biomedical or health sciences
- Experience of working in a research environment, research management or technology transfer
- Excellent analytical and problem-solving skills, with the ability to critically analyse and assess complex scientific, technical and/or clinical issues across all healthcare sectors
- Excellent communication, presentation and writing skills
- Excellent planning and organisational skills, including effective prioritisation and working to challenging targets and deadlines
- Committed team player with the ability to build effective relationships
- Excellent attention to detail, including meticulous record keeping
Desired Criteria:
- Understanding of intellectual property and commercial aspects is desirable but not essential, as training will be provided

- Salary: £40,300
- Location: Twickenham, London / Hybrid working model
- Contract Type: Full Time, Permanent
- Working Hours: 7.5 hours per day

This is a Twickenham, office based, hybrid role, with an expectation for all employees to attend our offices a minimum of one day a week, four days a month, and may increase, subject to team requirements.
