Brief Description
Route Services is a division of Network Rail that provides the Routes with services so they can help Network Rail deliver a better railway for a better Britain. We support the Routes with a myriad of services and supplies they need to maintain and operate the railway. See the diagram for a breakdown of our services. This role sits within
Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.

About The Role (External)
As Project Engineer, you’ll play a vital role in the Electrical Safety Delivery programme to support with current project activities ranging from standard writing to technology advancement and innovation, to building business culture around electrical safety. This is an opportunity to help develop the Electrical Safety standard and culture within the rail industry nationwide.
The Engineer would support the Senior Engineers with their work within projects and develop themselves within the Electrical Safety Delivery team.
Electrical Safety Delivery (ESD) Programme leads the strategic development and coordination on the implementation of schemes in support of CP7 key priorities:
- Delivering standards, technology, culture, and process changes to increase workforce safety and regulatory compliance.
- Enabling efficiency benefits and a step change in train performance by reducing the time to take and hand back isolations
- Leading the industry in supporting commitments to passenger and workforce safety “Network Rail is relentless in the pursuit of safety from electrical danger – everyone home safe, every day.
The ESD programme is the control method for the enterprise risk against electrical safety and will demonstrate increased compliance with the Electricity at Work Regulations 1989 (EaWR) for Network Rail (NR).
The ESD Team provides programme/project management, engineering, business strategy, planning and benefit specialists, fund management and business change capability on behalf of the Programme Sponsor (Chief Engineer M&E) and builds / maintains the internal and external relationships required to make sure electrical safety improvements endure beyond the project/programme closure.
What does the average day look like?
In this role, you will undertake a diverse range of tasks which includes, but is not limited to, the following:
- Support in standard writing for new electrification safety standards, or updates to current electrification safety standards.
- Be involved in HAZOP sessions that support the development of standards.
- Support with the design and standard requirements of technology innovation projects.
- Support with building training and briefing material relating to updated electrical safety standards and controls.
- Be responsible for briefing to frontline personnel around standards and controls updates and culture workshops.
- Provide expert advice, input and support associated with the provision of services for our customers and suppliers.
- Provide the technical input to the development of the standards, specifications, means of compliance and KPIs.
- Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.
- Support the setting of policy and standards, operational processes and systems. Manage the design and delivery of programmes for the development of technical capability.
- Integrate and co-ordinate activity across different engineering disciplines and contribute to the development of engineers within the practice.
The ideal candidate will demonstrate the following criteria:
Essential Criteria
- HNC/HND in electrical engineering or equivalent
- Good overall appreciation of the railway electrification and plant engineering discipline gained through previous maintenance or project role/placement
- Working knowledge of operational/maintenance standards for overhead line equipment or conductor rail equipment
- A basic knowledge of Common Safety Method Risk Assessment process
- Good interpersonal, influencing, communication and organisation skills
Desired Criteria
- Membership of a relevant professional body and demonstrably working towards professional status
- Educated to degree level or equivalent
- Experience with writing engineering processes and procedures
- Experience with change management techniques particularly in an operational environment
- Knowledge of the product acceptance process
- Knowledge of electrification isolation planning and/or implementation processes

Location: This position is based in Milton Keynes. There will be a requirement to travel across the Network Rail network.
Hours: up to 35 hours per week with hybrid working and travel as required. Flexible working can be considered.
Salary range: Band 4C
- £43,588.00 - £50,018.00 per annum, depending on skills and experience.

Personal Track Safety (PTS) is a set of safety regulations and procedures that individuals must adhere to when working on or near the tracks of the UK rail network.
Drugs and Alcohol Standard:
For some of our roles all prospective external candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. Your application will be rescinded if you record a positive test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforced.
