Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is the largest Infrastructure project in the North delivering £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
The role sits within the TRU Central delivery team reporting to the Project Delivery Engineering Manager (PDEM) and Senior Project Engineer (E&P), working on the TRU Central major enhancement projects, commissioning between 2025 and 2032.
The TRU Central portfolio of projects includes:
W2BC – ac£1.5Bn major enhancement project between Stalybridge and Huddersfield, currently in Engineering Stage (ES) with a geographic footprint that covers 18 miles of railway through the Pennines. The Project consist of: linespeed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecomms equipment throughout. E&P deliverables will include, signalling power, traction power derived PSP supplies, junction lighting, points heating and lineside DNO and associated rail infrastructure supplies. It would be desirable if the candidate has experience of electrical engineering/installations at stations including lighting, lift supplies, small power and station bonding in electrified areas.
W4E – Whitehall Junction Leeds remodelling to provide greater network resillience
Diversionary route resilience works to enable service for the public and freight paths during disruptive possessions on the mainline, including, but not limited to, re-railing, level crossing works, cable renewals
Platform extension works to provide additional service from the larger rolling stock at wtations within the Leeds North West area
Depots and stabling – providing facilities to stable and maintain rolling stock during periods where the existing depots are unable to be utilised due to the major works being undertaken on the network
York Electrical Control Room relocation
We are looking for demonstrably experienced railway engineers that are keen and enthusiastic, with experience of delivering projects, collaborating with the supply chain, applying the principles of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA) and undertaking engineering management as required. The novel nature of some of the engineering challenges on TRU represent an excellent opportunity for professional growth for the successful candidate.
PE (E&P) - The role is principally office based for at least 3 day per week with frequent travel expected to other Network Rail or Supplier offices in York, Leeds or Manchester. During project delivery it is also expected that lineside site-based inspections and site office working will be required.
About The Role (External)
Some of the key accountabilities of this role are:
- Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
- Engineer Projects to the standards and specification of Network Rail, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
- Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail’s environmental policy.
- Monitor design and specialist consultants and contractors.
- Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
- Ensure internal and contractor’s design and construction specialist personnel are competent.
- Undertake reviews of design and/or construction activities.Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
- Carry out the duties of senior project engineer (SPE) for specific projects.
- Identify and share best practice across the various project teams.
We need you to have:
- Relevant experience in the E&P / M&E engineering discipline, ideally with involvement in construction and/or design within multidisciplinary projects.
- Technical qualifications to HNC/HND or equivalent GNVQ level.
- Knowledge of quality assurance relating to engineering e.g. recording and assessment of as-built survey data.
- Demonstratable knowledge of E&P/M&E engineering standards in area(s) of experience.
- CDM, risk assessment, engineering management competency.
It would be advantageous if you have:
- Membership of a relevant professional body with chartered status and/or educated to degree level.
- Previous experience of Project Engineer or Contractor’s Responsible Engineer duties (or maintenance equivalent). Including design and/or construction deliverable review.
- Knowledge of structuring safety cases in support of projects.
- An appreciation of environmental issues in engineering works.
- Six Sigma Yellow Belt.
- An understanding of the arrangements required for the independent assessment of work.
- Project safety management experience
- Yellow book course.
