Office Requirement: Hybrid. Minimum of 3 days a week per week in the office

Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
Lead and co-ordinate initiatives across the Transpennine Route Upgrade Programme aimed at delivering cost reduction and operational efficiency. Responsible for managing the cost efficiency tracker system, overseeing internal and external reporting processes, and acting as the primary point of contact for Department for Transport (DfT) client engagement on efficiency matters. Accountable for tracking progress against programme-wide cost efficiency targets, ensuring alignment with innovation, sustainability, and business improvement initiatives. Drive collaboration by capturing and sharing lessons learnt both within the programme and across the wider industry.
About The Role (External)
Some of the key accountabilities of this role are:
- Holding periodic reviews to keep momentum and all areas of the business accountable for delivering to the cost and efficiency Target which includes Senior Leaders and Executive Sponsors
- Manage the production and application of opportunity management plans for cost and efficiency targets
- Deliver regular progress reports on cost efficiency and opportunity targets achievement, including escalation of relevant blockers, risks and issues, to Senior Leaders and Executive Sponsors
- Support the delivery partners in disseminating lessons learnt.
- Promote and monitor the use of efficiency improvement methods.
- Lead and develop multi-disciplinary teams including commercial, programme controls, engineering, and others to identify solutions to client requirements and establish a robust baseline plan.
- Support Finance in the fishbone reporting to ensure all cost and efficiency are suitably evidenced
- Establish, and implement where necessary, improvements to the opportunity management plan
- Working with the data team to improve the Power BI programme wide Business improvement tracker
- Support Train Operator colleagues in upskilling their business to embed and efficiency and forecasting culture
We need you to have:
- Relevant experience in the successful management of major and complex change projects.
- Experience of applying project methodologies
It would be advantageous is you have:
- Member of project association
- Commercial and financial awareness
- Knowledge of the principles of investment processes and procedures
- Knowledge of/experience in the UK rail industry.

- Commercial Awareness : An understanding of cost management principles, value engineering, and the commercial drivers of large-scale infrastructure programmes.
- Excellent Communicator : Able to engage confidently with senior stakeholders, presenting complex information clearly and persuasively. Desirable experience & skills
- Experience in cost and efficiency roles within major infrastructure or rail programmes.
- Strong knowledge of project controls, cost forecasting, and performance reporting.
- Familiarity with public sector governance and assurance frameworks.
- Ability to influence and lead cross-functional teams in a matrix environment.
