This is an exciting opportunity for a dynamic and experienced recruitment leader to take over the reins of a recruitment team of 7. Reporting to the Senior HR Business Partner for recruitment, retention and talent, you will have an eye for detail and drive to ensure the highest quality service that meets and exceeds its KPIs – enabling data driven decisions and insights that add value. Working from Percival House on set days each week, and hybrid during the remining working week, you will play a pivotal role in leading and managing the Recruitment team to ensure efficient and effective recruitment processes across the council.

Key Responsibilities:

  • Leadership and Management: Lead and manage the Recruitment team, providing coaching, training, and development. Conduct one-to-one supervision, appraisals, and ensure adherence to Equality, Diversity & Inclusion (EDI) and health & safety responsibilities.
  • Operational HR Recruitment Services: Oversee the end-to-end recruitment process, including vacancy advertising, advising managers, pre-employment checks, and employment contracts.
  • Complex Recruitment Campaigns: Personally handle more complex recruitment campaigns, senior-level recruitment activities, and campaigns involving multiple positions.
  • Stakeholder Collaboration: Work closely with service areas and Workforce & OD to ensure efficient service delivery to agreed SLAs and KPIs. Partner with key stakeholders to understand resource requirements and develop recruitment strategies that support diversity and inclusion.
  • Continuous Improvement: Continuously evolve the resourcing strategy, sourcing diverse talent, and manage effective onboarding systems and procedures.
  • Policy and Procedure Management: Update and create recruitment procedures and processes to meet service requirements. Lead on delivering operational recruitment solutions and influence others to adapt appropriately.
  • Third-Party Relationships: Manage relationships with outsourced service providers, ensuring data and process requirements are met. Provide management information and identify areas for improvement.
  • Budget Management: Manage contracts with external suppliers, raise purchase orders, and manage invoices within the approved budget for advertising purposes.
  • Project Contribution: Contribute to HR & OD projects and tasks, attend working groups, and support continuous improvement of relevant recruitment and HR systems.


Our ideal Recruitment Team Leader will:

  • Have strong demonstrated experience in leading and managing recruitment teams, excellent communication skills, and a strong understanding of HR and recruitment processes.
  • Hold relevant qualifications (such as CIPD or equivalent experience) and significant experience in recruitment and people management
  • Be committed to improving life for residents, being trustworthy, collaborative, innovative, and accountable. Passionate about making Ealing a better place and understanding residents’ needs.
