Job Summary
We have an exciting opportunity to join HM Land Registry (HMLR) as a Resource and Planning Lead for the Resource & Planning team.
These high-profile roles will be accountable for three significant elements of Service Delivery, Recruitment, Internal promotion and Overtime. You will have a specific accountability ensuring delivery across one of the three elements, however flexibility to support across all the activities will be required as part of the overall team responsibilities.
As the Resource & Planning Lead, you will undertake engagement with stakeholders across Service Delivery and partner with the HR Resourcing team to enable delivery of the resourcing activity, acting as a conduit and escalation route for any issues.

As part of your role, you will build strong relationships with stakeholders at all levels, whilst continuously improving our candidate experience and Service Delivery ‘brand’. This includes delivering new governance and decision-making processes around resourcing activity, leading on the implementation and scheduling of senior stakeholder consultation to enable prompt and timely decision making.
You will be accountable for measuring and monitoring success through metrics, KPIs and qualitative feedback, bui
lding data insight on activity, to identify opportunities for change and continuous improvement, and will provide regular reporting to satisfy user needs, using data analysis to provide clear recommendations.
Within the role you will develop and implement a cycle of internal and external resourcing activity, managing timelines and resources through close collaboration with HR and key stakeholders in Service Delivery. This includes planning and development of documentation through to the delivery of moderation and evaluation, so the right candidates are attracted and retained.
You will also develop and implement a new Service Delivery Overtime Strategy focusing on both value for money and delivery of operational performance through close collaboration with key stakeholders. This includes undertaking governance and assurance activity to assure value for money and compliance with Service Delivery and HR policies.

To be successful in th
is role, you will have experience or knowledge of resource planning, along with a high level of IT capability, particularly in the use of Excel, SharePoint and other Microsoft 365 applications. You can plan and drive delivery against a changing strategic background with limited resources, while managing stakeholder expectations.
You can analyse large volumes of information that can be complex and fragmented to reduce complexity and make actionable recommendations, along with attention to detail and the ability to produce high-quality work to tight deadlines.
Proven track record of collaborating with and building trusted relationships with internal stakeholders at all levels to deliver successful shared outcomes is essential; whilst managing and delivering change effectively.
You will also have experience of line management and/or coaching/developing others to increase skills and knowledge.
