Brief Description
We are looking for a Route Engineer to lead the Structures Asset Management team for Anglia & East Midlands routes. The role is responsible for the leadership of a twenty-five strong team of asset engineers overseeing the whole life asset management of renewals, maintenance, examination/inspection, and compliance of 9453 structures assets inclusive of 4029 bridges, 69 tunnels, 2640 culverts and 1212 retaining walls. This includes matrix working with regional assessment team, Buildings dept for TOC footbridge stock and a diverse array of local authorities and outside parties.
You will lead the sponsorship of £280 million of CAPEX and OPEX spend on renewals, maintenance, and examinations over the remainder of CP7 via Eastern Region Capital Programmes, Works Delivery, Works Delivery North and Eastern Region Examinations. You will be key to leading the embedment of a new examination framework which commences in 26/27 and supporting the development of CP8 plans to secure the required future investment.You will be required to manage remitting, variations and drive efficiencies/savings, financial performance measures and ensure timely delivery to cost, risk and value.
You will also lead and be part of an on-call rota for out of office hours structures incident response shared across Eastern Region.
About The Role (External)
Role and Responsibilities may include but are not limited to:
- Lead the development of route specific plans, including all maintenance, renewal and investment activity and lead the development and management of the associated prioritised investment workbank. Manage the inclusion of all investment items into appropriate programmes and track through to completion, including approval of programme changes. Determine and advise on the implications if work is not undertaken in the recommended time-frame.
- Maintain records of overall Structures asset condition, key risks, and performance impacts. Develop asset management plans that deliver required asset performance aligned to budget, objectives and network policy, as part of the continuous business planning process
- Monitor route asset management plans to confirm that they are appropriate to deliver required regulatory outputs and amend the plans as necessary to deliver compliant output targets. Agree maintenance activity volumes with delivery unit teams.
- Sponsor Structures renewal schemes. Review investment papers for compliance to national requirements and participate in funding negotiations.
- Work with other members of the asset management teams to review renewal and enhancement proposals to optimise engineering activity across the railway infrastructure system and resolve critical technical problems.
- Manage the development of renewal and enhancement schemes to meet Network Rail's goals in accordance with company asset policies and standards from project inception to transfer to delivery.
- Manage the specification of acceptance criteria for Structures works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Where necessary check that the acceptance processes are being discharged.
- Act as engineering authority for engineering deliverables associated with maintenance, renewal and enhancement activities unless formally delegated to others, and provide a route-based engineering single point of contact for Capital Delivery, Works Delivery and Operations senior management for Structures assets.
- Manage the arrangements for technical briefing of engineers in the team in order that the purpose, as well as the content of standards, specification, etc. is understood.
- Review, and approve as appropriate, derogations and non-compliances to standards in compliance with the delegated authority framework. Manage the response to applications outside of own delegated authority.
- Collate any issues of regional / national significance and liaise with the region team to develop and spread consistent best practice. Support the development and review of national standards relating to renewals and enhancements. Collate, review and manage progression of potential improvements to standards; provide feedback through the region engineering team.
- Undertake Level 1 assurance and verification activities on asset examination, maintenance, renewal and enhancement activity: to confirm planned activities are undertaken to satisfactory standard (including legislative compliance); to give feedback to delivery teams; to manage long term business risk and to optimise asset outcomes in line with policies and strategies for safety, performance and reliability.
- Direct the scheduling of examination, inspection, monitoring and assessment of Structures assets and the evaluation of the reports, and the production of route specific and asset type management regimes. Direct the implementation of mitigation measures when proposed asset management actions are deferred.
Essential
- Chartered Engineer
- Broad and extensive Structures engineering experience, particularly related to renewals and enhancements
- A detailed understanding of the maintenance of Structures assets
- A sound knowledge of technical, safety and performance standards relating to Structures engineering
- Proven ability to lead engineering activities in a business environment
- An understanding of safety management systems and risk assessment techniques
- Experience in the integration of complex engineering systems
- Understanding of CDM regulations
Desirable
- Relevant management qualification
- Expertise in engineering management in a safety critical industry
- Previous asset management experience
