Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
As the driving force behind the Transpennine Route Upgrade Safety (TRUST) Centre, you’ll ensure our state-of-the-art safety training facility runs seamlessly every day. From managing and maintaining the site, to guaranteeing compliance with health, safety, and environmental standards, your leadership will keep everything on track. You’ll take charge of scheduling training rooms, equipment, and resources, while building strong partnerships with internal teams and external suppliers to deliver an exceptional experience for every learner.
Your role will also involve managing budgets effectively, strengthening supplier relationships, and leading continuous improvement initiatives to boost efficiency. You’ll provide clear, insightful progress reports to the Programme Manager, oversee key performance indicators, and ensure all facilities meet regulatory and organisational standards. Plus, you’ll manage and support the front-of-house coordinator, helping them develop and succeed in their role.
We’re looking for someone with proven experience in facilities management, ideally within a training or educational environment, and educated to or working towards HNC/HND level or equivalent. You’ll have a strong grasp of health, safety, and compliance requirements, combined with excellent organisational and time management skills. Confidence in managing budgets and understanding of commercial and financial processes is essential. Also, outstanding communication and interpersonal abilities are key, as you will need to interact with large groups of trainers and trainees daily. IT literacy and familiarity with booking systems will help you succeed in this dynamic role.
About The Role (External)
Some of the key accountabilities of this role are:
Deliver individual projects or parts of projects in a safe & environmentally responsible manner to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate. 2. Provide a professional, consistent and effective project management service including the use of performance indicators and project reporting systems in accordance with Railway Group and Network Rail’s company standards and guidelines. 3. Manage the development and delivery of change projects in compliance with company processes and procedures. 4. Manage tactical change and risks within the project life cycle for allocated schemes. 5. Assist or lead in the provision of a safe working environment in the execution of managed work. 6. Comply with the Investment Competence Framework. 7. Manage the production of project management plans 8. Manage project budgets within agreed targets 9. Deliver regular progress reports on change projects, including relevant risks and issues, to the Programme Manager. 10. Promote and monitor the use of efficiency improvement methods. 11. Disseminate lessons learnt. We need you to have:
Successful relevant experience including project management.
Educated to HNC/HND or similar standard.
Good interpersonal and communication skills.
Project safety management experience
Knowledge of Oracle Projects
Knowledge of safety, quality and environmental procedures.
Knowledge of commercial and financial procedures. It would be advantageous:
Membership (or working towards membership) of the Association for Project Management or other professional body.
A degree or equivalent.
Six Sigma Yellow Belt.
