Transpennine Route Upgrade
The Transpennine Route Upgrade (TRU) is the largest Infrastructure project in the North delivering £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
The role sits within the TRU Central delivery team reporting to the Programme Engineering Manager (PEM), working on the TRU Central W2BC project.
W2BC is a c£1.5Bn major enhancement project between Stalybridge and Huddersfield, currently in Engineering Stage 4 (ES4) with a geographic footprint that covers 18 miles of railway through the Pennines. The Project consist of: linespeed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecomms equipment throughout.
We are looking for a demonstrably experienced railway construction manager to safely lead and direct the construction delivery team in the delivery of the project to standards, quality and within budget.
The ideal candidate shall be keen and enthusiastic, with recent experience of delivering multi-disciplinary, complex railway projects, throughout rail corridors as constrained as the transpennine route; with demonstrable skills in:
- operations planning including liaison with operations stakeholders to determine construction access
- integration of construction works throughout the access planning, compatibility testing to lead the Delivery of Work Within Possessions process for the project
- collaboration with principal contractors and their supply chain
- liaison with third party stakeholders including local councils and bodies such as Canals & Rivers Trust, Environmental Agency and railway boundary neighbours.
- managing construction for engineering solutions to novel engineering challenges which will be present along the line of route
- management of works planning and integration within rail tunnels
- management of works planning and integration within the confines of station new build and works to stations which remain open to public during the construction phase
The role is principally office/site compound based for at least 3 day per week with frequent travel expected to other Network Rail or Supplier offices in York, Leeds or Manchester.
About The Role (External)
Some of the key accountabilities of this role are:
- Lead and direct the Construction works delivery team to achieve business and functional objectives and meet key performance measures.
- Integrate all planning an delivery of construction worksites across the scheme.
- Manage development of individuals and the engagement of the team.
- Manage the arrangements for staff safety and competence.
- Identify and implement safety, asset performance, reliability, productivity and efficiency improvement initiatives.
- Liaise with other departments to develop a cost effective and robust plan.
- Manage the prioritisation of rosters, work and delivery to plan.
- Check that safety, assurance, compliance, performance and business processes are followed.
- Identify and submit non compliances for approval and take appropriate action where required.
- Manage the process to handover assets being renewed, installed, or modified by the delivery team.
- Produce, review, amend, approve and submit to project teams the DWWP process for all project work
- Undertake investigations and report on accidents/incidents.
- Produce periodic delivery review reports for the Programme Manager.
- Undertake an agreed programme of safety tours, staff surveillance, work quality and asset condition checks.
We need you to have:
- Relevant technical competence
- Recent experience in Railway construction management, processes and techniques
- Knowledge of safety and compliance management processes
- Detailed knowledge of relevant standards and procedures
- Minimum 10 years experience of operational railway construction environment
- Recent experience of construction management within tunnels and stations
- Good interpersonal, influencing, communication and organisation skills
- Commercial Awareness
It would be advantageous if you have:
- Incorporated Engineer
- Membership of professional body
- NEBOSH Certificate
