Senior Procurement Officer

We are recruiting a Senior Procurement Officer to support the Senedd in procuring goods and services that represent value for money.

You will be providing professional procurement expertise to a wide range of multi-functional project teams, encouraging colleagues and stakeholders to embrace best practice throughout.

You will be conducting risk assessments, managing the tender process, and awarding contracts to effectively manage the Senedd’s commercial risk exposure; and to ensure propriety in our business dealings.

This is a vital role in building positive relationships with internal customers and the supply chain, whilst developing business critical procurement strategies for the wider Commission.

The post-holder will report to the Procurement Manager.

Key tasks:

• Providing a strategic input into the development of contracts and their on-going management through the development of appropriate Procurement Strategies
• Achieve value for money savings from contracts that have been developed against clearly defined contract strategies.
• Develop strong and effective working relationships with service managers, customers and suppliers alike. And network effectively with other procurement functions such as Welsh Government Commercial Delivery (WGCD).
• Undertake procurement sustainability / equality risk assessments ensuring that our procurement is as sustainable as it can be.
• Provide professional procurement expertise to multi-functional project teams delivering value for money through the application of best practice procurement techniques. Use interpersonal and influencing skills to gain commitment to new approaches benefiting the Senedd.
• Review and influence contractor performance to ensure continuous improvement in support of the Senedd’s objectives.
• Manage the tender process. Ensuring consistency and compliance with appropriate policies and identify opportunities for improvement.
• Develop and maintain commercial and market intelligence to support the identification of opportunities and manage risk in both existing and future contracts.
• A key element of the role is the achievement of enhanced commercial awareness within the Senedd through the promotion of best practice procurement principles.

Y prif dasgau:

• Darparu mewnbwn strategol i ddatblygiad contractau a'u rheolaeth barhaus drwy ddatblygu Strategaethau Caffael priodol.
• Sicrhau arbedion gwerth am arian o gontractau sydd wedi eu datblygu yn erbyn strategaethau contract a ddiffiniwyd yn glir.
• Datblygu perthynas waith gref ac effeithiol â rheolwyr gwasanaeth, cwsmeriaid a chyflenwyr. At hynny, rhwydweithio'n effeithiol gyda swyddogaethau caffael eraill megis Cyflenwi Masnachol Llywodraeth Cymru (neu WGCD).
• Cynnal asesiadau risg ar gyfer caffael o ran cynaliadwyedd/cydraddoldeb, gan sicrhau bod ein gwaith caffael mor gynaliadwy ag y gall fod.
• Darparu arbenigedd caffael proffesiynol i dimau prosiect aml-swyddogaethol gan roi gwerth am arian drwy ddefnyddio dulliau caffael yn unol ag arferion gorau. Defnyddio sgiliau rhyngbersonol a sgiliau dylanwadu i sicrhau ymrwymiad i ddulliau gweithredu newydd a fydd o fudd i’r Senedd.
• Adolygu a dylanwadu ar berfformiad contractwyr er mwyn sicrhau gwelliant parhaus yn unol ag amcanion y Senedd.
• Rheoli'r broses dendro. Sicrhau cysondeb a chydymffurfio â pholisïau priodol ac adnabod cyfleoedd i wella.
• Cynnal a datblygu gwybodaeth fasnachol a gwybodaeth am y farchnad er mwyn gallu nodi cyfleoedd a nodi risg mewn contractau presennol a chontractau yn y dyfodol.
• Mae sicrhau gwell ymwybyddiaeth fasnachol yn y Senedd drwy hyrwyddo egwyddorion arferion gorau ym maes caffael yn elfen allweddol o’r rôl.
