Brief Description
The Portfolio
Following various UK Government announcements connected with the policy of “Levelling Up”, Network Rail are building a team to develop the identified programmes in the North of England.
Northern Powerhouse Rail (NPR) programme spans from Liverpool, through Manchester and on to Leeds, Bradford, York and Newcastle and builds on the benefits planned from the Transpennine Route Upgrade programme.
It is a £4bn programme with delivery through to 2045 and aims to improve capacity, frequency and speed of services between the North's main economic centres.
This vacancy is one of several exciting opportunities to join the growing team in NPR in this early stage of development. You will be part of the challenge and innovation required to deliver what is needed to drive efficiency and value for money for the UK taxpayer. It is essential that our product is an affordable and sustainable railway that brings our passengers and freight users more frequent, faster, greener trains, running on a better, cleaner and more reliable railway.

The Role
Reporting to and supporting the Designated Project Engineer on an NPR programme(s), this role is focused on track engineering and the engineering management of suppliers.
The principal aspects of the role include:
- Undertake the role of Project Engineer (Track) as per the requirements of NR/L2/RSE/02009.
- Management of suppliers ensuring efficient engineering delivering and appropriate level of development relevant to the current programme engineering stage.
- Progressive assurance and reviews of engineering deliverables.
- Support to the LDE (Track) and DPE in the production of Contract Requirements - Technical documentation.
- Support the DPE with responses to Technical Queries and Requests for Information.
- Undertake Safety Conversations with suppliers and colleagues and promote Safety by Design and sustainability.
- Undertake line management duties of any Project Engineer (Track), or other roles, which may be allocated to the Senior Project Engineer (Track) in the future.
- Identification, promotion and progression of value engineering, sustainability or innovation opportunities.
About The Role (External)
Key Accountabilities –
- Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
- Support the LDE to monitor the competence of all Project Engineers (Track) working on projects within the functional discipline and provide functional guidance, direction and briefing.
- Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
- Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
- Monitor all projects for compliance with National Technical Specification Notices, Railway Group and Network Rail Company standards and Network Rail project control procedures.
- Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
- Monitor the competency of contractors' design, construction and specialist personnel.
- Undertake reviews of design and construction activities.Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
- Undertake the duties of nominated design and construction / design construction engineer.
- Carry out the duties of designated project engineer (DPE).
- Undertake accident or close call investigations when remitted to by the relevant designated competent person.
Essential
- Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
- Technical qualifications to at least HNC level or equivalent.
- Membership of a relevant professional institution.
- Experience of contracting.
- Knowledge of structuring safety cases in support of projects.
- Knowledge of safety management and quality assurance.
- Understanding of the arrangements required for the independent assessment of works.
- Accident investigation experience.
Desirable
- Six Sigma Yellow Belt
- Chartered status or equivalent in the particular discipline
- Appreciation of environmental issues in engineering works
