Purpose of post:
The project will establish new arrangements for public sector connectivity following the expiry of existing contractual arrangements that will expire in October 2028. This business-critical project will secure business continuity for digital connectivity services consumed by over 100 public sector organisations across all public-funded sectors.
The role is to Project Manage the delivery of a task and finish project from scope, through procurement to transition. The post-holder will manage two full time posts and the team will be supported by external contractors sourced as necessary to help deliver the project requirements. The team will sit alongside two technical experts supporting the team and the wider Digital Infrastructure Division.
The role requires leadership of all aspects of project delivery including project governance, assurance , risk and issue management and project communications.
Key Tasks:
- Responsibility for co-ordinating the project management function for the project.
- Responsibility for project planning and applying the appropriate project management disciplines, including planning, resourcing, scheduling, monitoring, risk/issue reporting, dependency management and for ICT Infrastructure projects.
- Responsible for delivering all project documentation in accordance with Welsh Government processes and regulations and in alignment with best management practice Prince 2 principles and processes.
- Lead the Project Management Office and line management responsibility for a Project Officer (HEO).
- Provide day to day support to the Project Lead.
- Lead responsibility for producing highlight reports and project dashboards for Operational & Project Board meetings.
- Close liaison and collaboration with Senior Engagement Manager to communicate agreed progress updates to users/stakeholders.
- Responsible for developing and maintaining relationships with stakeholders and key customers to ensure delivery of implementation activities meet requirements. This will include maintaining working relationships at a senior management level, including external organisations and suppliers.
- Responsible for ensuring that an audit trail of all project activities is maintained, and that control of the project environment is maintained at all times.
- Responsible for ensuring that project risk and issues are managed in line with Management of Risk best practice principles and are regularly reviewed.
- Responsible for ensuring all project processes are continually reviewed and if any changes are required the appropriate action is taken to ensure Continuous Service Improvement, in line with ITIL principles and processes.
- Responsible for reporting and presenting on the project and implementation status to the project and senior management team.

Welsh Government have a hybrid working model based on being in your contracted office when there is a business requirement or when it suits your individual preference. Our staff are able to work from alternative locations, including from home when there is no requirement to be in their contracted office.
