Job Description
Ealing Council have an exciting new full-time, permanent position for a Senior Quantity Surveyor Commercial. Our housing asset management team at Ealing Council is committed to providing decent, healthy and sustainable homes for the future of our community.
The Senior Quantity Surveyor Commercial role will oversee the commercial management of housing asset projects, including cost estimating, budgeting, forecasting, and reporting to ensure projects are delivered within budget and on time.
As the Senior Quantity Surveyor Commercial you will:
- manage and motivate the team to deliver professional quantity surveying and procurement duties and services including, accurate measurements of works, valuation of works and contract variations.
- ensure accurate commercial reporting and effective budget management.
- implement commercial controls to guarantee precise valuation of projects and forecasted completion costs.
- conduct detailed cost analysis, options appraisal, and provide recommendations.manage the commercial mechanisms and contractual requirements of all contracts.
- provide training and guidance to ensure compliance with relevant standards and regulations.
- analyse and manage the financial aspects of all contracts and budgets.
- offer commercial support and advice to the department, clearly explaining and advising on available options.
- develop and implement strategic planning strategies to enhance service efficiency and effectiveness.
- track and monitor performance across the service to ensure adherence to agreed standards and targets.
Our ideal Senior Quantity Surveyor Commercial will have the below skills and experience:
Essential Knowledge, Skills, And Experience
- Knowledge of Building Regulations, EU Procurement Directive, methods of measurement, and associated legislation, as well as relevant national, regional, and local policies.
- Degree qualified in Quantity Surveying or similar commercial qualification
- Chartered Member of Royal Institution of Chartered Surveyors (RICS) or other recognised related bodies such as Chartered Institute of Procurement & Supply
- Comprehensive understanding of various commercial models, including experience with NHF schedule of rates and work valuation methods and principles.
- Proficiency in using and negotiating a variety of forms of contract, including TAC/TPC, NEC, and the JCT suite of contracts.
- Experience with Reactive, Planned, and Cyclical Maintenance contracts and cost models.
