Overview

This is a new role, working in the Premier League’s Policy and Social Impact team, which aims to establish and maintain positive and constructive relationships with Governmental and Regulatory bodies. This role will report to the Director of Regulatory Affairs and play a critical role in developing the Premier League’s relationship with the forthcoming Independent Football Regulator (IFR).


A key responsibility of the role will be to promote and inform the new regulator’s understanding of the Premier League’s sporting and business models. This will be done through working with the IFR to respond to their information gathering processes and to inform their policy development through advising and responding to their consultations and calls for input.


The role will work closely with the Premier League’s Strategy, Finance and Legal functions, and in doing so support developing and commissioning market research, as well as third party bodies in conducting regulatory policy monitoring and analysis.


The preferred candidate will have significant experience of working within a statutory regulator or in-house regulatory function within a regulated industry. A familiarity with engaging or working within Ofcom, the FCA or PRA is helpful, but not required.

All staff liaise closely with their line manager to manage their time appropriately and according to their work and team requirements.


The role

Responsibilities of the role will include:

  • Leading and coordinating the Premier League’s responses to information requests from the IFR.
  • Informing and responding to IFR consultations and calls for input. ‘Holding the pen’ on drafting consultation responses to regulatory guidance and calls for input.
  • Interpreting and critically evaluating policy analysis to support the Premier League’s regulatory policy positions, working closely with relevant analytical functions across the business when doing so.
  • Identifying gaps in the Premier League’s evidence base, to then react and best protect the Premier League’s business model and sporting competition.
  • Working with the Director of Regulatory Affairs to oversee the Premier League’s engagement with the IFR. This will include through arranging workshops, developing consultation responses and preparing briefings for senior leadership.


Requirements for the role

  • Detailed experience in engaging and navigating a statutory regulator’s information gathering and sharing processes.
  • Detailed knowledge/experience of engaging a statutory regulator’s development of formal guidance and analytical frameworks.
  • Experience of shaping and drafting consultation and call for input responses to a statutory regulator.
  • Familiarity with statutory regulators’ analytical frameworks and internal decision making procedures.
  • Experience presenting complex regulatory policy positions to senior stakeholders.
  • Strong intellectual and analytical skills and proven track record of judgment on regulatory policy issue.
  • Ability to interpret and critically evaluate economic analysis.
