Location: This role is based in Milton Keynes and occasional international travel. This role is a full-time opportunity, flexible working patterns will be considered. For Quadrant:MK, you must live within 90 minutes.

Brief Description
We are seeking an experienced Security professional to join the Technical Authority Group Security Team to assist in the delivery and assurance of the strategic security risk framework and governance process. The successful candidate will develop and communicate Security Strategy, standards, policies and processes to enable regulatory compliance with a particular focus on counter terrorism, physical and operational security.
Please be aware this role holds a mandatory requirement for the incumbent to hold valid security vetting clearance. Any offer will be conditional on the successful candidate obtaining clearance prior to a start date being agreed.

Group Security is the Technical Authority for Security at Network Rail, responsible for safeguarding the railway network through strategic, technical, and operational security leadership. Its mission is to ensure that Great Britain’s railway remains secure, resilient, and responsive to evolving threats. Their strategic ambition is to embed security into every aspect of railway operations, from infrastructure to digital systems, using a risk-based approach that prioritises the most valuable assets and critical vulnerabilities
What does the average day look like?
In this role, you’ll take the lead in developing and managing Network Rail’s Security Management System, defining security accountabilities and governance structures. Your day-to-day responsibilities will involve providing expert technical guidance on security risks and controls to support Route Businesses and Network Rail functions in implementing and maintaining effective security measures. You’ll oversee the specification and consistent implementation of security reporting standards across all business areas, ensuring high-quality, actionable insights.
A significant part of your role will involve preparing enterprise-level security risk reports to inform management at all levels about potential risks and exposures. You’ll also focus on developing and maintaining security standards and policies that align with Network Rail’s strategic objectives and ensure compliance with Railway Security Regulations and other relevant legislation. Additionally, you’ll deliver briefings, advice, and guidance to Routes and Functions, helping them adhere to these standards. The production of formal threat and risk assessments to guide security control and investment activities will also form an integral part of your work. You will lead the delivery of security projects including Innovation and R&D to introduce new technologies to the railway environment to deter and detect and respond to security threats like hostile trespass and sabotage
Who are we looking for?
We’re looking for a highly skilled professional with extensive experience in security risk management, governance and assurance. You’ll have a proven ability to lead and deliver comprehensive security management systems and possess a deep understanding of security risks and controls. Your expertise will enable you to provide technical advice and effective solutions to diverse stakeholders, ensuring the implementation of robust security measures across all business areas.
The ideal candidate will have a strong background in developing security standards and policies that meet strategic objectives and regulatory requirements. You’ll be an excellent communicator, capable of producing clear, enterprise-level security reports and delivering briefings to diverse audiences. Analytical and detail-oriented, you’ll excel in conducting threat and risk assessments to drive decision-making and prioritisation of security investments.
Essential Criteria
- Proven experience of managing security in a Critical National Infrastructure organisation
- Detailed understanding of risk management processes and their application in security risk assessment methods
- Experience in negotiating at a senior level and balancing the views of a range of stakeholders
- Comprehensive knowledge of security standards, legislation and regulations.
- Experience of delivering tangible security improvements in a safety-critical industry or an industry where security affects members of the public
- Security-related professional qualification (e.g. Security Institute Diploma in Security Management)
- Excellent verbal and written communication skills, able to present complex data simply and understandably.
Desirable
It would be a viewed as a benefit if you have skills and experience particularly around Counter Terrorism policing and physical security
- Trained and experienced facilitator with proven experience of facilitating multifunctional groups of senior managers
- Proven influencing and interpersonal skills
- Commercial/business experience of balancing risk, costs and value
- Member of an appropriate security institution
