Introduction

Lewisham Council are looking for a dedicated Service Improvement and Change Manager (Housing Needs) to lead service improvement and change projects across the Housing Strategy Division and be responsible for realising the identified project benefits.

Building on this foundation, the focus of this role is to lead on the development and implementation of service improvement initiatives and embed new policies and procedures. These initiatives will span a range of key areas, including- but are not limited to- the Homelessness and Rough Sleeping Strategy, projects aimed at reducing the use of Temporary Accommodation, the social housing allocations policy, and policies and procedures related to the Housing Act 1996 (Part VI & VII), Homelessness Reduction Act 2017 as well as any relevant upcoming legislation. Therefore, the ideal candidate is required to have a strong understanding of homelessness legislation and other related regulations as well as of good practice across the sector.

As theService Improvement and Change Manager, the post holder will lead the setup and delivery of complex projects that offer significant benefits realisation, enhance the customer journey for homeless households, and support the delivery of key dependencies aligned with the division’s and Council’s strategic priorities. You will ensure that all projects are delivered to scope, on time, and within budget- balancing priorities against the team’s capacity and capability.

In addition, you will embed learning and recommendations from various sources- such as Local Government and Social Care Ombudsman (LGSCO) reports, inspections, and audit outcomes- into service improvement initiatives. You will also guide the service through the requirements of relevant legislative changes, such as the Renters’ Rights Bill, ensuring that the necessary changes and requirements are understood and implemented. A key part of your role will also be delivering training to frontline staff as required.

What We Are Looking For

Our ideal candidate will possess substantial knowledge of effective project management, along with proven experience in delivering successful service improvement projects within a similar service environment. A good understanding of housing and homelessness policy and legislation will be advantageous, as you will collaborate with officers to evaluate services and implement meaningful improvements.

You will bring extensive expertise in transformation, service redesign, and service improvement models, as well as familiarity with good practices in these areas. Strong ICT skills, coupled with the ability to problem-solve and think creatively, are essential.

As an effective communicator, you will maintain close working relationships with a wide range of contacts both within and outside the council. You will demonstrate the ability to work proactively on your own initiative, manage competing priorities, and perform well under pressure to meet tight deadlines.

Location

Whilst the service is primarily based in Laurence House, Catford, London, SE6 4RU we operate a hybrid approach whereby you may be required to work both in the office and from home as determined by service requirements.

Salary details

£58,752-£60,795 per annum (PO7)

N.B: All appointments will be offered at the minimum spinal column point (SCP) for the grade of the role. The only exception to this will be when matching current salary (up to the maximum of the scale), which is subject to evidential proof.
