The Public Health Commissioning team, provide specialist advice and support to a range of initiatives across the public health department, that deliver against strategic objectives and improve population health outcomes for the residents of Derbyshire. We are looking for someone who has excellent knowledge and demonstrable experience of undertaking work as part of a commissioning cycle. You will have a role in ensuring that all procurement and contract activities are carried out in accordance with legislation, council policies and procedures including financial regulations. You will provide professional advice and support to colleagues on contractual matters including commissioning and decommissioning of services. You will have a role in market management and market shaping of commissioned public health services. You will play a key role in monitoring the effectiveness of contracts, ensuring that safe and quality services are provided and that they deliver against outcomes.
Public Health works collaboratively and in partnership with a range of statutory, voluntary and independent sector organisations. Therefore, you will need to be a good communicator with excellent interpersonal skills and be able to demonstrate that you have successfully worked in partnership with others to impact outcomes.
You will be confident to undertake an evidence-based approach to commissioning, building on the JSNA, specific health needs assessment and working towards strategic priorities outlined in the Public Health Strategy, Health and Wellbeing Strategy, Integrated Care Strategy or Council Plan. You will also be able to demonstrate how your work can be informed by engagement, consultation and co-production with key stakeholders and local residents.
You will be confident in developing reports and other written material including analysis of performance, activity and budgetary data and recommend future actions, where appropriate for a range of purposes, including Cabinet, Senior Management Teams, and Improvement and Scrutiny committees.
You will work as part of our commissioning team on a range of public health commissioned services and transformational projects as well as with Public Health Leads across the department. The Service Managers line manage Commissioning Officers who work across the team to provide additional project management and coordination support to key areas of work.
The post is full-time and is permanent.
This role requires working across a number of different Public Health functions and high-profile pieces of work and teams and therefore applicants should have a passion for public health and wish to support our vision and ambition in Derbyshire.
You will be expected to travel to County Hall, Matlock and other areas of the County when required as part of a hybrid working approach.
