This is an exciting opportunity to be at the forefront of transforming how we manage regulatory processes at Natural Resources Wales. As a key part of our specialist
Regulatory Business Management team you'll play a pivotal role in shaping the future of landfill Financial Provision.
Working collaboratively with colleagues across policy, permitting, operations, finance and legal, you'll lead efforts to review and strengthen NRW's Financial Provision policies and processes. Your work will ensure that landfill sites and sites using High Activity Sealed Sources (HASS) have robust, legally enforceable financial coverage in place to support long-term aftercare and environmental protection.
Beyond NRW, your expertise will help shape Welsh Government policy, contributing to the development of a revised Financial Provision system for landfill sites, with potential to expand to other permitted facilities.

As part of the Regulation and Permitting department within the Evidence, Policy and Permitting Directorate, you'll join a passionate and knowledgeable team, united by a shared commitment to making a real difference. What You Will Do - Update and develop NRW policy, procedure, process and Operational Guidance notes that covers subject matter. This will also include financial provision coverage for a small number of sites using High Activity Sealed Sources (HASS), as well as Waste Landfills.
- Confirm what Financial Provision mechanisms would be suitable going forward.
- Ensure appropriate financial provisions are in place for those permits that have FP condition requirements (satisfy secure, sufficient and available criteria).
- Review (and revise if appropriate) all landfill expenditure plans across the Landfill portfolio to ensure maximum exposure is covered. In particular, and working in tandem with the site officer, ensuring sufficient aftercare provision is provided for the following key categories:
- environmental monitoring
- capping
- cap maintenance
- leachate management and monitoring
- landfill gas management and monitoring
- surface water management
- site security
- producing site reports - performance report, surrender report and topographical surveys
- specified events
- Ensure there is no lapse of financial provision, with the aim of ensuring no liability exposure to NRW.
- Ensure Local Authorities have sufficient reserves to cover the expenditure plan total.
- Ensure legal enforceability of Financial Provision draw-down if appropriate to do so and inform any legislative amendments needed.
- Assessment of permit holders financial position as a going concern.
- Provide expert financial advice and guidance on technically complex areas, recording and communicating risks and issues to appropriate governance forums. Providing regular updates on the assessment of operator's finances to give regard to risk of site abandonment so that proactive mitigatory steps can be put into place.
- Advocate compliance with our Financial Scheme of Delegation (Managing our Money), identifying and then either resolving or referring issues to the specialists for resolution.
- Undertake health and safety duties and responsibilities appropriate to the post

Your Qualifications, Experience, Knowledge And Skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method .
- Relevant degree, relevant professional qualification or qualified by experience.
- Experience working within a finance and/or regulatory environment at a professional level.
- Knowledge of 'Managing Welsh Public Money' Principles & HMT's 'Classification of Receipts'.
- Understand a wide range of our business and environmental activities.
- Understand, interpret and provide advice and solutions on technical and complex financial and/or regulatory matters and communicate the results to non-technical staff in an understandable and engaging way.
- Knowledge and understanding of our Finance / Non-Finance Scheme of Delegation with an ability to advise others.
