As we enter a new phase of regional growth, we are seeking an outstanding Strategic Business Development Manager to diversify our commissioner base beyond Leicester City Council, reduce risk, and unlock growth through creative partnerships and sustainable placements. This role will help expand our service footprint beyond Leicester and support the development and stabilisation of key services and properties.

Role Purpose

This role combines external business development with internal service mobilisation. You will be responsible for building new commissioner relationships, generating complex care referrals, filling underutilised properties, and helping to stabilise existing services. The role will also contribute to shaping the operational structure as the organisation scales.

Key Responsibilities

Referral Generation and Strategic Growth

• Secure complex care referrals for supported living placements across The Midlands
• Leverage your professional network and strategic insight to secure care packages in boroughs that have available funding but lack appropriate property solutions.
• Identify and secure suitable properties through partnerships with developers or housing associations in boroughs outside Leicester, to facilitate BSL’s expansion.
• Actively build and maintain partnerships with commissioners, referral brokers, and external placement teams
• Support marketing efforts to ensure strategic properties are appropriately positioned to potential referrers
• Lead commissioner engagement to build a sustainable referral pipeline using frameworks, DPS, and spot-purchase mechanisms

Service Development and Property Utilisation

• Collaborate with developers and housing associations to secure access to new and existing supported living stock

·       Lead service mobilisation and coordinate referral activity across key developments, including:

·       The Grand – Immediately available: 9 self-contained flats, with the option to include an additional 3-bedroom house

·       Alcester Road – Single-occupancy robust bungalow, expected to be ready by the end of October 2025

·       Bodnant Avenue – 3 flats anticipated to be available by March 2026

·       Future Developments – Support the planning and occupancy strategy for upcoming schemes as they become available, including:

o  The Annex

o  Uppingham Road Property

o  Dupont Gardens

• Identify and support opportunities for expanding into new specialisms (e.g., LD units, younger adult services)

Operational Stability and Internal Coordination

• Work closely with internal teams to ensure that new placements align with staffing capabilities and care quality standards
• Provide structured, timely reports to the senior leadership team on progress toward service development targets

Strategic Leadership and Future Planning

• Contribute to the design of BSL’s future operational structure as growth progresses
• Align business development activity with long-term organisational objectives and quality improvement plans

Role Requirements

• Proven track record of placing adults with complex needs (LD, MH, Autism, forensic histories) into supported living
• Strong and existing relationships with commissioning leads across The Midlands
• Experience filling and stabilising supported living schemes with sustainable packages
• Demonstrated success in leveraging developer and housing association partnerships
• Familiarity with funding and referral processes, including CHC, Transforming Care, and step-down pathways
• Commercial acumen, negotiation skills, and understanding of care sector property dynamics
• Strong communication, stakeholder engagement, and reporting skills
• Proactive, driven, and confident working independently
• Full UK driving licence with flexibility to travel across the The Midlands

Year 1 Success Measures

• All current services stabilised and operating effectively
• At least 3 new boroughs activated with referral agreements or spot-purchase activity outside Leicester
• Building a strong relationship between BSL and Property Providers/ Developers outside Leicester across The Midlands or wider areas
• Strategic commissioner relationships in place across the region
• Contribution to future operational leadership structure defined

Salary and Package

• Base salary: £60,000 – £70,000 depending on experience
• Tiered commission structure linked to successful placements (one off payment of 50% of weekly revenue after 3 months of successful completion of each placement)
• Bonus eligibility linked to care hours and revenue (e.g., £5,000 for every 1,000 hours of placements or upon achieving £1 million in annual revenue)
• Contractor model considered for highly experienced or specialist candidates
• Hybrid/Remote working expected (Meet up 2-3 times a month )
