Position Title: Subscriber Programming Subject Matter Expert (SME)
Location: Washington DC Capital Region
Travel: 50-75% required
Position Summary:
The Subscriber Programming Subject Matter Expert (SME) will possess specialized expertise in the configuration, validation, and deployment of Land Mobile Radio (LMR) subscriber code plugs. This role is critical for ensuring that all subscriber programming files meet interoperability, encryption compliance, and system design baselines. The SME will work closely with Regional Project Managers and the programming team to ensure seamless integration and deployment of subscriber templates across all supported jurisdictions.
Key Responsibilities:
- Conduct comprehensive reviews of all subscriber programming files to ensure interoperability, encryption compliance, and alignment with system design baselines and operational standards.
- Review, validate, and maintain all code plugs, templates, and programming files used by the organization and its partners, ensuring alignment with system design specifications, encryption key management plans, and interoperability requirements.
- Support a broad range of subscriber platforms, including but not limited to Motorola APX series, ensuring programming complies with P25 standards, Over-the-Air Rekeying (OTAR), and Over-the-Air Programming (OTAP).
- Apply and manage encryption keys, keysets, and OTAR (Over-the-Air Rekeying) for secure communications, following FIPS 140-2 standards and COMSEC protocols.
- Coordinate closely with Regional Project Managers to ensure seamless integration and deployment of subscriber templates.
- Oversee the planning and execution of field programming activities, managing tasking and logistics in collaboration with the assigned Area of Responsibility (AOR), Regional PMs, and the programming team.
- Deliver fully functional, mission-ready radios across all supported jurisdictions.
- Maintain programming records, change logs, and codeplug versioning to ensure consistency and traceability.
- Develop and update standard operating procedures (SOPs) for subscriber device provisioning and deployment.
- Conduct bench testing of programmed radios before deployment to verify operation (TX/RX, affiliation, encryption, etc.).
- Provide field support during system cutovers, exercises, and incident response, troubleshooting programming or operational issues.
- Validate interoperability across systems and agencies (e.g., P25 conventional, trunked, analog/digital modes).

Qualifications:
- Specialized expertise in the configuration, validation, and deployment of LMR subscriber code plugs.
- In-depth knowledge of interoperability, encryption compliance, and system design baselines.
- Experience with a broad range of subscriber platforms, including Motorola APX series.
- Proficiency in P25 standards, OTAR, and OTAP.
- Strong coordination and communication skills to work effectively with Regional Project Managers and the programming team.
- Must possess or be able to obtain and maintain a security clearance in accordance with agency requirements.
Preferred Skills:
- Experience in managing tasking and logistics for field programming activities.
- Ability to adapt to changing environments and operational needs.
- Strong problem-solving skills and attention to detail.
Certain states and localities require employers to post a reasonable estimate of salary range. A reasonable estimate of the current base pay range for this position is $170,000.00 to $184,000.00 annually. Actual salary will be based on a variety of factors, including shift, location, experience, skill set, performance, licensure and certification, and business needs. The range for this position in other geographic locations may differ. Certain positions may also be eligible for variable incentive compensation, such as bonuses or commissions, that is not included in the base pay.
