Tasks

As part of the ongoing development of the HARP Project, we require an agent for the delivery of highway surveys, monitoring, and road improvement works along existing construction traffic routes, including planning, coordination, and implementation of remedial and preparatory works. The role will support and manage works delivered within a Section 278 framework, including compliance with Planning Conditions.Role Purpose

  • To act as the single point of responsibility for the planning, approval, delivery, compliance, and close-out of Section 278 works and associated highway-related planning conditions, ensuring safe, compliant, and timely delivery in liaison with Highway Authorities and Planning Authorities.
  • Manage the full S278 lifecycle including desktop studies, surveys, preparatory works, approvals, construction, inspections, remedial works, and CTR approvals.
  • Lead liaison with Highway Authorities to secure all required technical, statutory, and construction approvalsSurveys & Monitoring.
  • Manage road condition, verge and foliage, road marking and traffic calming, structural, verge overrun/conflict, and parking surveys, including scheme preparation, execution, reporting, remediation, and record retention.
  • Ensure surveys, remediation programmes, and close-out activities are delivered within statutory timescales and approved methodologies.
  • Manage TROs, permits, statutory undertaker notices, and NRSWA compliance.
  • Ensure all highway works meet adoptable standards and authority requirements.
  • Plan, supervise, and coordinate preparatory works and remedial works.
  • Manage inspections, non-conformances, and completion notices.
  • Act as the primary interface with Local Highway Authorities, Local Planning Authorities, clients, consultants, and the community
  • Chair pre-start meetings and issue formal notices for works commencement and completion.
  • Ensure safe planning and execution of highway works in live environments in compliance with CDM and site H&S systems.

  • Qualifications

    • Previous experience in highways and live highway environments.
    • Direct experience in Section 278 is desirable.
    • Knowledge of UK highways standards, specifications and traffic management practices.
    • SMSTS or SSSTS certification.
    • CSCS card.
    • Temporary Works Supervisor/Coordinator experience.
