Brief Description

About the role (External)

The rail industry is undergoing once-in-a-generation reform. Great British Railways (GBR) will be established in 2027, bringing track and train together under a single guiding mind. The move of the Customer & Revenue Growth (CRG) team into the new DfTO organisation is a critical stepping stone towards that future.
r>This role sits at the centre of that transition.

You will help shape how the industry evaluates tens of millions of pounds of marketing investment, understands demand drivers and prioritises revenue growth opportunities across the network. The frameworks and standards you embed now will influence how GBR approaches revenue strategy for years to come.

A core priority for the next year is the national econometrics capability. You will play a leading role in completing the procurement process, shaping evaluation criteria and ensuring the selected supplier meets the industry’s strategic needs. You will then own the onboarding and embedding of that capability, setting governance, agreeing data requirements and ensuring outputs are transparent, robust and fit for senior decision-making.

You will operate confidently across DfTO, DfT, HM Treasury, Rail Delivery Group and Train Operating Companies, supporting Director-level discussions on value for money, investment choices and long-term revenue strategy.

Beyond econometrics, you will review Train Operating Company annual business plans, assess the revenue benefits of proposed initiatives and quantify the impact of national campaigns such as Rail Sales. You will provide structured, evidence-based views on which opportunities genuinely drive revenue and which do not.

You will provide technical oversight and assurance, translating complex analysis into concise, persuasive briefings that influence senior stakeholders. You will lead a small team of two analysts, setting direction, maintaining standards and building capability within a newly forming organisation.

The broader purpose of the role is to embed a data and insight led approach to understanding revenue trends and accelerating recovery across the network

We’re looking for someone who brings:

  • Strong analytical literacy, with understanding of econometrics or evaluation
  • Experience overseeing complex analytical programmes or suppliers
  • Confidence operating in high-accountability, multi-stakeholder environments
  • The ability to influence and communicate at senior level
  • Proven leadership experience
