  • Salary: Up to £45,000 + Annual Bonus

We're looking for an Assistant Construction Technical Project Manager to support the delivery of high‑quality education infrastructure across Wales. This is a great opportunity for someone early in their construction or technical project management career who wants to work on meaningful, community‑focused projects.

Key Requirements (Overview)

  • Minimum 18 months' experience in construction, built environment, or technical project delivery.
  • Strong understanding of building fabric, construction processes, and H&S regulations (including CDM).
  • Experience working with D&B contractors, FM providers, advisors, and public‑sector stakeholders.
  • Proven ability in project coordination, including planning, risk management, reporting, and programme monitoring.
  • Confident using digital tools such as Microsoft Office, CDEs, and BIM platforms.
  • Degree‑educated with strong communication, problem‑solving, and relationship‑management skills.

    FIM (Fulcrum Infrastructure Management) is a management services company, managing social infrastructure assets on behalf of our parent company; global infrastructure investment company, Meridiam. 

    Our Welsh Education Partnership asset (WEPCo) is a joint venture and long-term partnership between the Development Bank of Wales (The Welsh Government) and Meridiam, with a view to design, build, finance, operate and maintain educational infrastructure over 25 years. The WEP teams' role is to facilitate the delivery of new schools and colleges in Wales using the Mutual Investment Model (MIM) developed by the Welsh Government to finance major capital projects.

    We have successfully delivered three primary schools and an all-through school, which are in operation, and our first two College campuses are now in construction, with further projects in design development.

    About the Role

    The Assistant Construction Technical Project Manager will support the delivery of WEPCo's education projects by assisting in the monitoring of design and construction activities to ensure they meet the requirements set out in the Project Agreement, associated schedules and Design and Build Contact. Working closely with the Technical Project Manager, you will help oversee construction progress, design development, programme performance, quality assurance, safety compliance and stakeholder engagement. A key focus of the role will be supporting the development of Cardiff and Vale College's new campuses at Barry Waterfront and Cardiff Airport, ensuring these facilities are delivered to a high standard and are fully prepared for operational handover. Alongside this, you will provide support across a small number of other construction projects, helping ensure consistent quality, risk management and efficient project delivery throughout both the construction and early operational phases.

    About You

    This is an excellent opportunity for someone motivated by improving building performance, supporting collaborative partnerships, and contributing to the delivery of high‑quality learning environments across Wales.

    You will be a motivated and organised individual with onsite project management experience in design, construction or technical project delivery, ideally gained in the development of social infrastructure or similar complex projects. You bring a solid understanding of building fabric construction processes and health and safety regulations, including CDM, and are confident engaging with D&B contractors, FM providers, advisors and public sector stakeholders. You are analytical, proactive and able to work across multiple workstreams, with strong skills in problem‑solving, planning, risk management, budget tracking, reporting and relationship management.

    You will be educated to degree level with at least 18 months experience in built environment/construction, along with project management expertise. You are comfortable working with digital tools such as Microsoft Office, Common Data Environments and BIM platforms. A background in technical consultancy, construction, or infrastructure development is ideal, and experience with PPP/PFI models, SPVs, complex project documentation or FM would be beneficial. Above all, you demonstrate professionalism, collaboration, strong communication skills and a commitment to delivering high‑quality, safe and well‑managed projects that support education and community outcomes across Wales.
