About The Organisation

In June 2025, the Cabinet Secretary for Health and Social Care introduced two key frameworks: the Population Health Framework and the Service Renewal Framework (SRF). The SRF sets out an ambitious vision to drive innovation and enable more integrated delivery across Scotland’s health and care services. As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) will come together to form a new organisation: Public Services Delivery Scotland in April 2026. The new organisation will play a pivotal role in supporting the renewal and long-term sustainability of health and care services across Scotland. The Post

NHS Scotland Assure, a directorate within NHS National Services Scotland is pleased to offer an Assistant Estates Manager post. Based in the Estates / Projects department of Facilities Services, the post holder supports the Head of Estates and will lead and manage the provision of comprehens
ive estates and Hard FM services delivery to NSS and other tenants at properties located throughout Scotland.

The role of the department is to provide a professional and customer focused Facilities Management Estates service to ensure a flexible, fit for purpose working environment that meets the needs of the directorates and third-party occupiers located across the NSS portfolio of approximately 22 properties contributing to the provision of the organisation’s key objectives.

The Assistant Estates Manager operationally manages estates team members in the provision of effective, efficient and safe services, systems and budgetary resource in compliance with statutory, mandatory requirements, standards and guidelines. The post holder will act as 'Authorised Person’ relating to specific areas of responsibility to meet the needs of the board in accordance with SHTM guidance to ensure safety compliance.

The post holder will be responsible for management of delegated Hard FM budgets, and Scottish Government sponsored compliance systems i.e. SCART and SAMS. They will be responsible for administration of FM Service Levels Agreements, Memoranda of Understanding and Memoranda of Terms of Occupation in provision of services to NHS24, SNBTS and Occupants HIS, PHS, Scottish Ambulance Service. The post holder will also contribute to the sustainability and resilience of the board’s estate.

The post holder should be educated to degree level in BSc Building Surveying or BEng Building Services Engineering or equivalent relevant Facilities Management experience and be a holder of or working towards IWFM Level 6 in Facilities Management. Demonstrate Facilities Management experience leading and managing an estates team to internal and external customers. Authorised Person trained in a relevant compliance discipline, the postholder should also possess excellent organisational and communication skills.

Location and Working Pattern:

This post will be based on-site at Gyle Square, Edinburgh. The post holder will require to visit various NSS locations across Scotland on a regular basis.

The working pattern is Monday to Friday 9:00-17:00, 37 hours per week with participation in on-call rota covering weekends and unsociable hours including public holidays.

It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PSDS
