Job Summary
The Associate Director – Building Operations will support the Director – Operations in the effective management, performance and technical resilience of the commercial buildings across the Canary Wharf estate. The postholder will act as the senior technical lead for engineering, statutory compliance, building safety and asset performance, ensuring that all building systems operate safely, efficiently and in accordance with UK legislation, industry best practice and estate standards.
The postholder will work closely with relevant department leads including Building Management, Asset Transition & M&E, Lift and Escalators and Tenant Services to ensure that engineering activity, operational delivery, fit out projects and tenant facing services meet estate requirements and technical standards. Working collaboratively with in house teams, consultants and service partners, the Associate Director will support the consistent and high quality delivery of all hard services, including the operation of critical plant, M&E infrastructure and vertical transportation (Lifts and Escalators).
A key focus of the role is to embed a clear, risk based approach to engineering compliance, lifecycle planning, maintenance regimes and technical record keeping, ensu
ring alignment with statutory obligations relevant to commercial buildings and with applicable elements of the Building Safety Act and Golden Thread principles.
The postholder will play a key role in advancing the estate’s ESG and sustainability commitments by supporting the delivery of Net Zero Carbon pathways, MEES and EPC improvement strategies, and wider environmental performance goals. This includes identifying opportunities to optimise energy use, enhance building performance and introduce innovative technologies or smart building solutions that strengthen resilience, efficiency and user experience across the commercial portfolio.
Through strong stakeholder engagement and clear technical direction, the postholder will help ensure that the Canary Wharf commercial office estate delivers exceptional levels of reliability, operational excellence, compliance assurance and occupier satisfaction.
Salary: Up to £125,000 depending on experience
Working arrangements: 4 days in the office, 1 day working from home
Main Responsibilities
Act as the senior engineering and compliance authority for the commercial office estate, providing authoritative advice, constructive challenge and professional judgement on complex or high risk technical matters.
Establish and maintain a clear, consistent approach to engineering compliance and assurance across all commercial buildings, ensuring alignment with statutory requirements and CWG standards.
Define and maintain competence expectations, roles, responsibilities and escalation routes for engineering, technical and duty holder functions, ensuring alignment with applicable elements of the Building Safety Act for commercial assets.
Work closely with Building Managers, the Asset Transition Manager and the Tenant Services team to ensure engineering activity, transition processes and tenant facing services operate in full alignment with estate standards and operational priorities.
Ensure engineering systems, maintenance activity and technical records support applicable building safety duties, Golden Thread principles and accurate information management for commercial buildings.
Implement audit, assurance and performance monitoring processes to test statutory compliance, challenge contractor delivery, and ensure issues are logged, escalated and resolved in a timely manner.
Provide senior technical support and decision making to operational teams, offering balanced judgement where technical risk, operational impact and cost must be considered.
Drive improvements in sustainability and building performance by supporting ESG, MEES/EPC and Net Zero objectives.
Promote innovative technologies, smart building solutions and data driven engineering practices that enhance efficiency, carbon reduction and long term asset resilience.
Drive a planned, risk based approach to maintenance, lifecycle planning and asset investment, improving reliability and reducing reliance on reactive interventions.
Lead the development and standardisation of engineering related contracts, technical specifications, templates and reporting to improve consistency and contractor performance across the estate.
Set direction for CAFM systems, asset data standards and information quality to strengthen visibility, assurance and confidence in compliance and asset management records.
Act as the senior technical contact for insurers, auditors, regulators and external stakeholders, supporting inspections, technical reviews and external assurance activities.
Work in partnership with the Director – Operations to align engineering governance, risk management and technical assurance with operational delivery and strategic priorities.
Provide oversight and constructive challenge to asset transition activity, ensuring new or refurbished commercial buildings are handed over in a controlled, compliant and operationally ready state.
Report to executive leadership on estate wide engineering risk, compliance performance, contractor delivery, emerging issues and areas requiring strategic attention.
PERSON SPECIFICATION
Degree or equivalent professional qualification in Building Services Engineering, Electrical, Mechanical or a related engineering discipline.
Chartered, or working towards chartered status, with a relevant professional body (IET, CIBSE, IMechE or similar) – desirable.
Formal Health & Safety qualification (NEBOSH or equivalent) – essential.
Senior level experience overseeing engineering, compliance and hard services activity across complex commercial office buildings or large multi building estates.
Strong working knowledge of statutory compliance requirements for commercial assets, including LOLER, PUWER, F‑Gas, Electricity at Work, fire safety legislation and related building services regulations.
Experience advising, supporting and constructively challenging operational teams, providing clear technical direction and balanced judgement.
Demonstrated ability to define and support competence requirements, roles and escalation routes for technical and duty holder functions.
Experience working alongside development, project and asset transition teams to ensure technical robustness, operational readiness and compliant handover of new or refurbished commercial buildings.
Strong technical understanding of building services systems (HVAC, electrical distribution, life safety systems, BMS, water systems, critical plant operations).
Experience overseeing or influencing vertical transportation (lift and escalator) operations, maintenance performance and compliance – desirable.
Proven ability to lead or influence lifecycle planning, asset investment strategies and engineering resilience across a portfolio of buildings.
Ability to drive contractor performance, challenge delivery standards and embed quality, consistency and technical excellence.
Strong understanding of MEES/EPC and energy‑performance improvement, with experience supporting Net Zero and sustainability initiatives.
Familiarity with smart building technologies and digital engineering tools, and a forward‑thinking approach to applying innovative solutions that improve efficiency, reduce carbon and enhance overall building performance.
Experience managing or overseeing engineering related budgets, compliance programmes or asset management investment plans.
Sound understanding of applicable elements of the Building Safety Act and Golden Thread principles for commercial buildings.
Confidence engaging with senior leadership, auditors, insurers, regulators and specialist consultants on complex technical and compliance matters.
Strong commercial awareness with the ability to balance technical risk, operational priorities, customer impact and cost.
Clear and concise communicator, able to translate technical issues for non technical stakeholders and influence outcomes through credibility and professional authority.
Calm, measured and effective under pressure, particularly when managing technical incidents, escalations or safety related issues.
